Leading the PMO as the County’s center of excellence for capital portfolio governance and program oversight
Developing and implementing the Program Management Plan, PMO Charter, SOPs, methodologies, and internal controls
Managing enterprise‑wide program and project controls, integrated schedules, financial forecasting, risk oversight, and performance reporting
Delivering monthly program and financial reporting, executive‑level dashboards, and structured governance cadences with senior leaders and the Board of Supervisors
Overseeing estimating workflows, budget‑cycle support, and cash flow forecasting
Supporting capability development for project managers and coordinating across multiple County departments
Ensuring quality assurance, compliance, and confidentiality for all PMO operations
Bachelor’s degree in engineering, construction management, business, public administration, or related field (advanced degree preferred)
15+ years of experience leading large capital programs, PMOs, or portfolio management functions
Demonstrated success overseeing multi‑billion‑dollar infrastructure programs
Strong background in project controls, integrated scheduling, performance reporting, and governance development
Professional certifications such as PgMP, PMP, CCM, or PE in Virginia are strongly preferred
