Job Overview

  • Black & Grey HR is recruiting for a leading technology solutions provider in Doha, Qatar. Our client is seeking an experienced Program Manager – ICT to lead the Program Management Office (PMO) function, overseeing budget planning, procurement, governance, and delivery of enterprise IT programs align

Key Responsibilities

  • Lead annual ICT budget planning in coordination with senior management and stakeholders.
  • Review and validate project/program budget estimations and financial forecasts.
  • Oversee budget utilization, financial controls, and cost optimization across programs.
  • Manage procurement planning, tendering processes, and contract renewals.
  • Oversee commercial aspects including contracts, work orders, and invoicing.
  • Engage with internal and external stakeholders to provide updates on budget, risks, and consumption.
  • Establish and drive PMO governance frameworks, standards, and controls.
  • Define and maintain program performance metrics and compliance processes.
  • Implement program and project health assessment mechanisms.
  • Ensure alignment of IT programs with organizational strategy.
  • Monitor current resource utilization across programs and projects.
  • Forecast future resource requirements and support workforce planning.

Requirements

  • Bachelor’s degree in IT, Computer Science, Engineering, or related field.
  • 12+ years of experience in IT, including significant experience in managerial/PMO roles.
  • Strong background in ICT program management, governance, and delivery.
  • PMP (Project Management Professional) certification.
  • ITIL Certification.
  • Strong expertise in IT program and portfolio management.
  • Experience in budgeting, procurement, and commercial contract management.
  • Knowledge of governance frameworks, KPIs, and program performance metrics.
  • Strong understanding of risk management and compliance practices.
  • Experience in stakeholder management across government and enterprise environments.
  • Excellent reporting, communication, and leadership skills.
