The Program Lead advances the modernization of Hospital Data Standards, including data elements, collection requirements and related guidance. The role also leads client change management strategies for the transition to CHARTED, the new integrated hospital data system. The Program Lead oversees the development of data submission artefacts, client support activities, and engagement with the abstracting vendor community. The Program Lead provides strategic leadership and program management for a designated portfolio of products, analytics, services, and initiatives that support CIHI’s organizational priorities. This role leads cross-functional teams in planning, development, implementation, and ongoing enhancement of analytic products, data standards, databases, and reporting solutions within the assigned program area. The role combines program management, data stewardship and quality assurance, methodological/technical oversight and stakeholder engagement to ensure timely, rigorous and policy relevant outputs for internal and external decision makers.

• Lead, coach and develop a high performing team; oversee all operational activities by assigning work, setting objectives, monitoring performance and fostering a culture of continuous learning and improvement. • Own program workplans and product lifecycles: develop project charters, schedules, budgets, risk and issue registers. • Lead development, implementation and maintenance of data standards, metadata and documentation. • Oversee data intake, processing, linkage and quality assurance practices; lead data quality assessments and remediation. • Provide methodological direction for indicator development, analytic approaches and reporting; review analytic plans and validate results. • Oversee reproducible code practices, validation testing and analytic product production. • Monitor progress, escalate issues, report to management and ensure deliverables meet timelines and quality expectations. • Translate analyses into reports, dashboards, presentations and briefing notes for technical and non-technical audiences. • Contribute to operational planning, corporate reporting and evaluation of program impact; identify alignment opportunities with CIHI strategic priorities. • Ensure compliance with privacy, confidentiality and ethical use policies, including disclosure control and de-identification. • Build and maintain relationships with internal stakeholders, jurisdictions, health system partners, vendors and external experts. • Lead consultations, advisory groups and respond to custom data/technical requests. • Represent CIHI at committees, workshops and conferences; contribute to publications and promotional activities.
• Undergraduate degree in Health Sciences, Epidemiology, Statistics, Data Science, Public Policy or related field, or equivalent combination of education and related experience. • Minimum 5 years relevant experience in health data/analytics, information management or related areas. • Minimum 1–3 years of supervisory experience. • Experience working with relational databases / large datasets, including manipulating, maintaining, and preparing data and presenting analyses and reports for different audiences. • Experience with health administrative databases. • Proficiency with analytic and data tools (R, Python). • Ability to interpret and synthesize data outputs into products suitable for the target audience. • Strong project management, quality assurance, and documentation skills. • Conceptual understanding of the health care system, health care policy, and sound knowledge of health information and its uses for policy development, planning, management, and evaluation purpose. • Analytical rigour, strategic thinking and problem solving. • Effective stakeholder engagement and collaboration. • Clear written and verbal communication. • Sound ethical judgment and commitment to data governance. People management: Leads, motivates, and develops teams through clear direction, effective delegation, feedback, and coaching. Inspires others, supports them through change, and makes balanced decisions that serve the team, organization, and stakeholders. Manages cross-functionally to achieve CIHI’s strategic objectives Problem-solving and decision-making: Analyzes information and interdependencies to identify effective solutions to complex issues. Makes timely, informed decisions that balance facts, risks, and corporate priorities, using sound judgment and critical thinking to develop plans and recommendations to resolve problems. Stakeholder engagement: Builds and maintains strong internal and external partnerships; acts as an ambassador and advocate for CIHI. Demonstrates strong negotiation skills to effectively facilitate trust and agreement among diverse stakeholders, resolve conflicts, and achieve win-win outcomes that support organizational objectives.
