About the Role
The National Research Council of Canada seeks a Program and Project Advisor to support digital transformation initiatives. You will bridge business and technology teams, analyze business processes, develop requirements, and implement enterprise solutions.

Responsibilities
- Support the planning, delivery, and continuous improvement of business transformation and digital modernization initiatives.
- Bridge business and technology teams to deliver modern, user centered solutions that improve program delivery, operational efficiency, and stakeholder experience.
- Identify business needs, analyze and improve business processes, develop requirements, and support the implementation of enterprise business solutions.
- Support project and product delivery activities, including planning, testing, release management, change management, governance, and performance monitoring.
- Provide strategic advice and recommendations to management, contribute to the development and implementation of digital transformation strategies.
- Manage financial and contractual resources, oversee external service providers, and coordinate multidisciplinary teams.
- Provide day to day direction, guidance, and mentorship to a team of professionals.
Requirements
- University degree in business administration, public administration, information management, information technology, engineering, or another field relevant to the position.
- Significant and recent experience leading complex business transformation, digital modernization, or enterprise system implementation initiatives within a public sector or enterprise environment.
- Significant and recent experience conducting business analysis activities, including requirements elicitation, business process analysis, process redesign, and the development of functional requirements.
- Significant and recent experience managing the delivery lifecycle of technology enabled solutions, including planning, testing, release management, change control, issue resolution, and continuous improvement.
- Recent experience implementing, supporting, or managing enterprise business applications such as Microsoft Dynamics 365, Microsoft Power Platform, CRM, or comparable platforms.
- Experience providing strategic advice and recommendations to senior management, including the development of briefing materials, presentations, decision documents, business cases, or options analyses.
- Experience managing human resources, financial resources, contracts, procurements, consultants, or professional service engagements in support of program, project, or operational delivery.
- Bilingual Imperative CBC/CBC.

The role
- We are looking for a Program and Project Advisor, Digital Transformation to support our National Programs Office (NPO).
- The National Programs Office (NPO) is seeking a Program and Project Advisor to support the planning, delivery, and continuous improvement of business transformation and digital modernization initiatives.
- Reporting to the Manager, Digital Transformation and Performance Measurement, the successful candidate will play a key role in bridging business and technology teams.
Key Responsibilities
- Work closely with program stakeholders, subject matter experts, technical teams, vendors, and senior management to identify business needs, analyze and improve business processes, develop requirements, and support the implementation of enterprise business solutions.
- Support project and product delivery activities, including planning, testing, release management, change management, governance, and performance monitoring.
- Provide strategic advice and recommendations to management, contribute to the development and implementation of digital transformation strategies, and support decision making through analysis, reporting, and stakeholder engagement.
- Manage financial and contractual resources, oversight of external service providers, and coordination of multidisciplinary teams in support of complex initiatives.
- Provide day to day direction, guidance, and mentorship to a team of professionals.

Compensation
- This position is classified as a Research Council Officer (RCO) at the RCO 3 or RCO 4 level, with a salary range of CAD 119,688 to CAD 168,192.
- Incumbent who meets the language requirements will receive the Bilingualism Bonus of CAD 800 per year.

Work arrangements
