Summary

  • You will serve as a PROGRAM ANALYST (GLOBAL PORTFOLIO MANAGER) in the Operations (OP) Contingency Engineering (OPA) Division of NAVFAC OSF.

Duties

  • You will serve as a Global Portfolio Manager who analyzes and executes life cycle management duties (planning, execution, closure) in support of the assigned Security Cooperation and Security Assistance programs.
  • You will facilitate periodic reviews with the team, vendors, higher headquarters, counterparts, functional activities, other supporting agencies, and foreign representatives to provide program status, progress, and forecast reports.
  • You will coordinate priority of efforts with the NAVFAC internal stakeholders as required.
  • You will communicate and work collaboratively when potential business opportunities are available, and coordinates with stakeholders for follow up action as needed.
  • You will plan and manage the financial and logistical administration and execution of Security Cooperation and Security Assistance cases from planning/initiation to completion/closure.

Qualifications

  • Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate: 1. Executing assigned SC/SA cases in compliance with applicable laws, regulations, and policies; 2. Identifying future SC/SA budget requirements; 3. Supporting international requirements; 4. Executing BPC, FMF, and FMS case development; 5. Advising NIPO of ED
