Professional Development Counselor

The employee shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in paragraph 3.0 as Government Furnished, to perform Employment Specialist services, as defined in this PWS.

The Service Member Support Division (SMSD) falls within the Wisconsin National Guard (WING) J9 Directorate.

The SMSD consists of programs focused on Service members and Families, to include Soldier & Family Readiness Specialists (SFRS), Child & Youth Program (CYP), the Yellow Ribbon Re-integration Program (YRRP), The Personal Financial Counselor Program (PFC), and Survivor Outreach Services (SOS).

The objective of the program is to:

• Provide support in the administration of Soldier and Family Readiness Program services

• Assist Soldiers and their families with personal and family readiness

• Support Soldiers and their families during all stages of the deployment cycle

• Provide crisis information and support

• Provide education on financial literacy and career readiness support

Background : Since the elimination of the Wisconsin Employment Resource Connection (WERC), the WING has lost the personalized employment assistance resources that were provided by the program, such as civilian and federal resume building, interview skills, employer outreach and advocacy, and military-to-civilian skills translation. This contractor position is meant to bridge that gap.
