Requirements
- Bachelor's degree in engineering, Business Administration, or related field
- Certified Procurement Contracts Manager (CPCM)
- 7 10 years of contracts management in a related environment
- Experience in contracts advisory and performance assessment
- Strong interpersonal and communication skills
- Strong analytical and problem solving skills

Key Responsibilities
- Lead end to end procurement planning for complex, high value projects (typically > SAR 1M).
- Coordinate with PMT and Legal Departments to define scope of work, develop Job specifications, and prepare accurate estimates.
- Oversee Bid Slate Development, starting with pre qualification.
- Chairs Bid Review Teams and ensure rigorous technical and commercial evaluations.
- Manage Functional Review in coordination with Law and Finance.
- Ensure all procurement agreements are competitively bid unless sole source is fully justified and approved.
- Interface with TMC Contract Committee on approvals of plans and awards.
- Ensure compliance with standard terms and clauses according to best practice.
- Mentor Procurement Representatives and ensure procurement documentation meets audit and archival standards.
Qualifications & Prerequisite
- Bachelor's degree in engineering, Business Administration, or related field
- Certified Procurement Contracts Manager (CPCM)
- 7 10 years of contracts management in a related environment
- Experience in contracts advisory, assessing and evaluating contracts management performances.
- Familiar & experienced with contracting process.
- Experience in developing assessments programs in the field of contracts management.
- Strong interpersonal & communication skills to carry out the assessments.
- Strong analytical & problem solving skills.
