Position Summary

The Procurement & Supply Chain Manager will oversee procurement and supply chain operations for

Telecom, IT Infrastructure, Data Center, Low Current, and Technology projects across Saudi Arabia and the GCC.

The role requires expertise in sourcing, negotiation, procurement, and delivery of Telecom and Low Current systems, including network equipment, ELV, security systems, structured cabling, data center infrastructure, and MEP requirements, along with strong relationships with OEMs, suppliers, subcontractors, and logistics

partners across the GCC.

1. Procurement Strategy & Planning

  • Develop and implement procurement and supply chain strategies aligned with company objectives and project requirements.
  • Prepare procurement execution plans for projects in coordination with PMO, Engineering, and Project Managers.
  • Establish procurement schedules aligned with project baseline programs and delivery milestones.
  • Identify long lead items and develop mitigation plans to avoid project delays.
  • Develop approved vendor and subcontractor databases for Telecom, IT Infrastructure, ELV, and Low Current systems.

2. Procurement Operations

  • Manage end-to-end procurement lifecycle including:
  • RFQ preparation
  • Vendor sourcing
  • Technical & commercial evaluation
  • Comparative statements

Negotiations

Purchase Order issuance

Expediting

  • Delivery coordination
  • Lead procurement activities for:

Ups & Dc Systems

  • HVAC equipment related to Telecom/Data Centers
  • Ensure procurement activities comply with approved budgets, specifications, client requirements, and project schedules.
  • Coordinate closely with Engineering teams to ensure technical compliance of procured materials.

3. Vendor & OEM Management

  • Develop strong relationships with OEMs, authorized distributors, system integrators, and suppliers across GCC markets.
  • Conduct supplier evaluations, technical assessments, and performance reviews.
  • Negotiate pricing agreements, framework agreements, payment terms, and delivery schedules to maximize commercial advantage.
  • Identify alternate suppliers and value engineering opportunities while maintaining compliance with project specifications.
  • Maintain supplier performance KPIs including:

On-Time Delivery (Otd)

Quality compliance

Responsiveness

Commercial competitiveness

4. Logistics & Supply Chain Management

  • Manage local and international logistics operations including:
  • Import/Export coordination
  • Customs clearance
  • Freight forwarding
  • Shipment tracking

Warehousing

  • Site deliveries
  • Coordinate with freight forwarders, clearing agents, transporters, and warehouse teams to ensure smooth material flow.
  • Monitor inventory levels and optimize stock availability to avoid shortages and excess inventory.
  • Ensure timely delivery of materials to manufacturing facilities and project sites.
  • Monitor shipment lead times and proactively mitigate supply chain risks.

5. Project Coordination & Expediting

  • Coordinate with Project Managers to ensure procurement activities are aligned with project execution requirements.
  • Participate in project kick-off meetings and progress review meetings.
  • Track procurement progress against approved schedules and provide regular status reports.
  • Follow up with suppliers/manufacturers to ensure timely manufacturing and dispatch of equipment.
  • Coordinate Factory Acceptance Tests (FAT) and inspections with vendors, clients, and third-party inspectors where required.
  • Ensure timely resolution of procurement-related technical
  • and commercial issues.

6. Commercial & Contract Management

  • Review and negotiate supplier contracts, terms & conditions, warranties, penalties, and delivery commitments.
  • Manage supplier claims, variation orders, and contractual disputes.
  • Ensure compliance with company procurement policies and governance procedures.
  • Monitor procurement budgets, savings, and cost optimization initiatives.
  • Prepare procurement reports, cost analysis, cash flow forecasts, and management dashboards.

7. Process Improvement & Compliance

  • Develop and improve procurement SOPs, workflows, and reporting systems.
  • Implement procurement best practices and digitization initiatives.
  • Ensure proper documentation and records management for all procurement activities.
  • Ensure compliance with Saudi regulations, client requirements, and company standards.
  • Support ERP and procurement system implementation/improvements where required.

Qualifications & Experience

  • Bachelor’s Degree in Engineering, Supply Chain Management, Business Administration, or related discipline.
  • Master’s Degree and professional certifications such as CSCP, CPSM, PMP, or CIPS shall be preferred.
  • Minimum 10–15 years of relevant experience in procurement
  • and supply chain management.
  • Minimum 5 years GCC/Saudi Arabia experience in Telecom, Low Current, IT Infrastructure, Data Center, or Technology projects.
  • Strong market knowledge of suppliers, distributors, OEMs, and logistics operations within GCC.
  • Experience in handling high-value EPC and technology projects.

Technical Skills

  • ERP Systems (Oracle, SAP, Microsoft Dynamics, Odoo, etc.)
