Role Overview

Procurement Activities

• Perform procurement activities against KPIs such as the Tender Event Schedule.
• Develop tender event schedules, procurement plans, pre-qualification questionnaires, evaluation reports, tender plans, and award recommendations.
• Manage vendor selection, negotiations, and contract awards.
• Implement procurement best practices, methodologies, and strategies.
• Identify improvement and innovation opportunities.

Coordination and Compliance

• Coordinate procurement activities with the client, infrastructure programme team, and other stakeholders.
• Register potential vendors and engage local and international markets as applicable.
• Manage and maintain procurement records.
• Ensure compliance with the client’s Local Content policy.

Required Skills and Experience

• Graduate degree such as a BSc, BA, LLB, or similar is required.
• At least 5 years of relevant experience is required.
• Familiarity with lump sum, unit rate or re-measurable, early contractor involvement, and design-build contract forms is required.
• Pre-contract procurement experience, including design-build contracts, is required.
• Proven stakeholder coordination and independent procurement execution are required.
• Prioritization, multitasking, attention to detail, and deadline follow-through are required.

Preferred Experience

• Client-side, PMCM consultant-side, or Oil & Gas EPC experience is preferred.
• Knowledge of PIF Development Companies’ operating models is highly desired.
• Airport or infrastructure project experience is highly desired.
• Extensive procurement practices and regulations knowledge is desired.
• Fluent English and strong written and oral communication skills are desired.

Procurement Systems

• Microsoft Office Suite, ACONEX, and Oracle are required systems for daily duties.
