Principal Program Controls Engineer

Role overview

Cost control and budgeting

• Develop and monitor budgets, cost baselines, actual costs, commitments, accruals, invoices, forecasts, and remaining budgets.
• Prepare cost reports, financial forecasts, estimate-at-completion reports, and variance analyses.
• Monitor contingency, reserves, scope changes, and potential budget overruns.

Pricing and commercial analysis

• Review contractor, consultant, and supplier pricing, quotations, rates, quantities, and commercial assumptions.
• Prepare independent cost estimates and assess changes, variations, claims, delay costs, acceleration, and revised requirements.
• Support negotiations and maintain records of approved prices, rates, variations, and commercial decisions.

Change management

• Manage the program change-control process and review change requests, variation orders, claims, and potential changes.
• Assess cost, schedule, scope, resource, procurement, and risk impacts and maintain change registers.
• Track changes through evaluation, approval, implementation, and closeout and report exposure to leadership.

Forecasting and reporting

• Prepare monthly and quarterly program controls reports and updated forecasts for budget, cost, commitments, revenue, and estimate at completion.
• Develop dashboards and presentations and explain significant forecast changes.
• Align cost, schedule, risk, procurement, and change information across reports and systems.

Required qualifications

• Bachelor's degree in a relevant engineering, quantity surveying, construction management, finance, or project management field.
• Significant project controls, cost engineering, commercial management, or program controls experience.
• Experience on large infrastructure, construction, transportation, buildings, or development programs.
• Strong budgeting, cost control, forecasting, pricing, change management, contract, and procurement knowledge.
• Advanced Microsoft Excel and project-control or financial systems skills.

Preferred qualifications

• Primavera P6, ERP, or program-management information systems experience is preferred.
• PMP, AACE, CCP, PSP, MRICS, or equivalent certification is advantageous.
