- Establish and enforce PMO framework — standards, workflows, templates, and reporting cadence
- Own portfolio level planning, cost, schedule, and risk control across all live projects
- Deliver executive dashboards and monthly performance reviews to MD and Board
- Oversee governance, compliance, change control, and claims management
- Coordinate cross functionally with Commercial, Planning, Engineering, Procurement, Operations, and Finance
- Lead PMO software / digital dashboard rollout (Power BI)
- Mentor Project Managers and Directors across UAE and KSA
Requirements
- Bachelor's degree in Civil Engineering, Construction Management, or Architecture (Master's/MBA preferred)
- PMP certification
- 15+ years in project management / PMO roles within construction or contracting
- Minimum 7 years in a PMO leadership role in the GCC (UAE/KSA/Qatar)
- Proven track record managing multi project portfolios worth AED 300M+ concurrently
- Advanced Primavera P6, MS Project, Power BI skills
- Strong knowledge of FIDIC contracts, EVM, and claims management
- Fluent English; Arabic is a strong plus
- Experience with luxury hospitality fit out (5 star hotels, resorts, palaces)
- Exposure to KSA giga projects (NEOM, Red Sea Global, Diriyah, ROSHN, Qiddiya)

Role Purpose
- Lead DEPA's PMO as the central integrator across all live projects (UAE & KSA), ensuring on time, on budget, on quality delivery with strong governance, risk control, and reporting to the Managing Director.
