The Manager, Mission Infrastructure Engineering will be located onsite in Pueblo, CO and reports to the Manufacturing Engineering Manager. This role leads the Mission Infrastructure Engineering (MIE) group — a team of 5–8 engineers spanning facility design, construction project engineering, commissioning, and industrial engineering — responsible for delivering the physical environments where Voyager’s manufacturing and test operations are built and run. This is a player-coach role: the right person leads from the front, maintains hands-on engagement with active capital projects, and simultaneously builds the processes, standards, and team structure that will define how MIE operates for years to come. With active capital projects underway and a group being stood up from scratch, year one demands both the technical credibility to drive real deliverables and the leadership range to build a high-performing team around them.
Lead, develop, and grow a team of 5–8 engineers across facility design, construction project engineering, commissioning, and industrial engineering — establishing clear expectations, driving accountability, and building a culture of technical excellence and ownership.
Serve as the technical anchor for MIE — maintaining hands-on engagement with active capital projects, reviewing SOWs and building plans, and providing direct engineering guidance across the full infrastructure lifecycle from requirements through operational commissioning.

Own the MIE project portfolio — driving delivery of active capital projects against schedule, budget, and scope commitments while simultaneously standing up the program controls, documentation standards, and execution processes that will govern how the group operates.
Translate program and DoD requirements into facility infrastructure strategies — partnering with Manufacturing Engineering, Process Engineering, Automation & Controls Engineering, Safety, and Compliance to ensure physical environments are designed and built to support operational requirements.
Establish the processes, standards, and tools that define how MIE delivers — including SOW development frameworks, project controls methodology, commissioning protocols, and facility design review processes — building repeatable, scalable infrastructure delivery capability where none currently exists.
Manage relationships with external contractors, construction firms, subcontractors, and vendors — leading bid evaluations, overseeing contract performance, and ensuring scope, schedule, and quality commitments are met across all active projects.
Prepare and present capital project proposals, budget requests, status updates, and program reviews for Manufacturing Engineering leadership and senior stakeholders, ensuring clear communication of project health, risk, and decisions required.
Recruit, onboard, and develop MIE team members — identifying talent gaps as the group scales, building a hiring pipeline across the four MIE disciplines, and mentoring engineers toward greater technical depth and leadership capability.
