Position Overview

Leadership and Staff Management

• Serve as the Portsmouth site-wide Records Custodian and manage records in various media formats, including legacy records.
• Serve as the Records Subject Matter Expert.
• Lead, supervise, coach, and develop RMDC personnel.
• Assign work, set priorities, manage workloads, and serve as an escalation point for complex records issues.
• Support hiring, onboarding, training, and performance management.

Records and Document Control

• Oversee records capture, indexing, classification, retention, disposition, and document release.
• Manage controlled documents, drawings, contractor submittals, configuration status accounting, and metadata.
• Validate completeness, accuracy, traceability, protection, and retrieval of electronic and physical records.
• Manage legal hold documents and requests.

Systems and Compliance

• Oversee document and records management systems and ensure compliance with DOE, NARA, federal, and site requirements.
• Ensure records are inventoried, scheduled, and dispositioned under approved records plans and applicable regulations.
• Support audits, assessments, corrective actions, and updates to regulatory or procedural requirements.

Stakeholder and Site Support

• Serve as liaison with project teams, Quality Assurance, Engineering, contractors, and government customers.
• Provide records-management guidance and ensure high-quality customer service.
• Operate the Environmental Information Center, Public Reading Room, and website.
• Manage Portsmouth site mail services and support public information efforts as required.

Process Improvement

• Establish performance metrics and identify trends, gaps, and process improvement opportunities.
• Develop or revise procedures, tools, training materials, and user guides.
• Oversee records-management migrations, system implementations, and process changes.
• Support audits, corrective action programs, and continuous standardization.

Minimum Qualifications

• 15 to 20 years of combined supervisory and relevant experience.
• Strong knowledge of records management, configuration control, and document control practices.
• Experience with electronic document and records management systems.
• Ability to lead teams, manage priorities, analyze requirements, and make sound records-management decisions.
• Records management training from the National Archives and Records Administration.
• Proficiency in Documentum or Gimmal, Microsoft Office, Adobe Acrobat, and Adobe Paper Capture.
• Ability to obtain and maintain a DOE Q-level clearance and pass required background and drug testing.

Preferred Qualifications

• Experience supporting DOE sites or other federally regulated programs.
• Familiarity with NARA requirements and federal records schedules.
• Professional certification such as NARA training, Certified Records Manager, or equivalent.
• Experience supporting audits, assessments, or corrective action programs.
• Photography, videography, and graphic design experience.

Working Environment

• Work is primarily performed in a typical office environment involving computer workstations and scanning equipment.
• The position may require work under a radiological work permit and includes routine repetitive motion.
• The role is classified as Medium Work, including occasional lifting up to 50 pounds and frequent lifting or carrying up to 25 pounds.
