Reporting to the Director, Capital Projects, for the Department of Transportation and Infrastructure Nunavut (TIN), the Manager, Municipal Planning manages a staff of planners and engineers in the provision of expert advice throughout the GN to plan infrastructure which are designed and constructed to meet functional and operational requirements within established budgets and ensures high-quality planning services that support sustainable community development. The Manager is to ensure efficient capital investment, and effective delivery of municipal services, including but not limited to water treatment, wastewater management, solid waste disposal, road systems, and related works. This position is responsible for ensuring municipal planning services are provided which result in the provision of appropriate solutions to the GN’s infrastructure needs. The Municipal Planning Section provides capital planning direction and support to Government of Nunavut (GN), as well as regional project management staff within TIN. The position manages the provision of municipal planning support to all GN departments, boards, agencies, municipal governments throughout the GN, as well as non-governmental organizations. The Manager, Municipal Planning contributes to leading the capital planning of capital municipal projects, as well as the development of project business cases to substantiate project approval by providing feasibility and planning studies, and briefs to describe the character, size, and location of northern infrastructure to ensure planned infrastructure meets clients’ operational needs, reflects values, at the lowest possible lifecycle costs.

The Official Languages of Nunavut are Inuktut, English and French.

Fluency in more than one of Nunavut’s official languages would be considered an asset.
Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, and experience working in a northern cross-cultural environment are also considered assets.
