We are seeking a strategic, practical, and relationship-driven Manager, Learning & Development to lead enterprise learning, leadership development, onboarding, and capability-building across Colas Canada.

Reporting to the Director, Talent, you will set learning priorities, turn business needs into practical solutions, and lead a small team and network of internal and external partners. Working closely with subsidiary HR teams, operational and business leaders, subject matter experts, and the broader Talent function, you will strengthen leadership capability, enhance the employee experience, and deliver consistent, high-quality learning across a diverse, multi-business environment.

This role suits an experienced L&D leader who combines strategy with hands-on program leadership, develops others, facilitates learning, and influences diverse stakeholders without formal authority.

What Success Looks Like

Within the first 12 months, you will:

Understand Colas Canada’s businesses, workforce, priorities, and capability needs

Build trusted partnerships with subsidiary HR teams, business leaders, operations, and the Talent function

Launch a practical, multi-year L&D roadmap aligned with business and talent priorities

Strengthen governance and delivery for leadership development, onboarding, and enterprise learning

Introduce measures and dashboards for participation, quality, application, and business impact

Improve the learner experience, simplify processes, optimize resources, and scale effective practices

Strengthen the capability and accountability of the L&D team and delivery network

Learning Strategy & Business Partnership

Lead the design, delivery, and improvement of leadership, manager, onboarding, career development, and enterprise learning programs

Connect learning to talent reviews, succession, career pathways, early talent, and workforce priorities

Guide needs analysis, design, facilitation, reinforcement, and evaluation using adult-learning and instructional-design practices

Create sustainable program models, facilitator resources, toolkits, and train-the-trainer approaches

Leadership, Talent & Learning Programs

Own Colas Canada's Early Talent strategy, including internships, co-op programs, campus recruitment, and emerging talent initiatives

Build partnerships with educational institutions and industry networks to strengthen future talent pipelines

Develop scalable programs that attract, engage, and convert high-potential early-career talent

Learning Operations, Technology & Learner Experience

Oversee learning calendars, governance, nominations, communications, logistics, records, and participant experience

Set direction for the learning management system and related technologies, including standards, content, learning paths, reporting, and user experience

Simplify, standardize, and automate processes while maintaining responsive support for operating companies

Ensure programs are accessible, coordinated, and consistently delivered across regions and employee groups

Measurement, Budget & Partner Management

Establish measures and dashboards linking participation, quality, application, capability growth, and business outcomes

Use data and feedback to evaluate effectiveness and recommend improvements and investments

Manage the L&D budget, forecasts, program costs, and applicable chargebacks

Select and manage vendors, facilitators, consultants, and learning partners for quality, value, responsiveness, and alignment

Team Leadership & Cross-Functional Contribution

Lead, coach, and develop L&D team members, setting clear priorities, accountabilities, and service expectations

Build an effective network of internal facilitators, subject matter experts, HR partners, and external providers

Contribute to Talent Management, organizational development, change, employee experience, and special projects as required

Promote a culture of learning, knowledge sharing, continuous improvement, and accountability across Colas Canada

What You Bring

7+ years of progressive experience in Learning & Development, Talent Management, Organizational Development, leadership development, or a related field, including experience leading complex enterprise programs

Experience leading or developing L&D professionals, project teams, facilitators, vendors, or cross-functional workstreams

Proven ability to translate business and workforce needs into practical learning strategies, programs, and solutions

Experience designing and delivering leadership, manager, onboarding, professional development, or organizational capability programs

Strong knowledge of adult-learning principles, instructional design, facilitation, learning evaluation, and program sustainability

Experience with learning management systems, learning technologies, program operations, and learner-experience improvement

Strong analytical capability, including the ability to develop measures, dashboards, insights, and executive-level updates

Demonstrated project, portfolio, vendor, and budget-management capability

Excellent communication, facilitation, consultation, and influencing skills across operational, HR, and senior leadership audiences

Ability to navigate ambiguity, balance enterprise and local needs, and build alignment in a decentralized, multi-business environment

Advanced Microsoft Office skills, particularly PowerPoint and Excel.

Post-secondary education in Adult Education, Human Resources, Organizational Development, Business, Psychology, or a related discipline, or an equivalent combination of education and relevant experience.

Preferred Qualifications

  • CTDP, CPTD, ATD, CHRP, CHRL, Prosci, coaching, facilitation, or a similar professional designation.
  • Experience developing enterprise leadership journeys, academies, or manager capability programs.
  • Experience with Power BI, learning analytics, digital learning platforms, or learning-experience technologies.
  • Experience supporting organizational transformation or the evolution of an enterprise Talent operating model
  • Experience working within construction, transportation infrastructure, industrial, manufacturing, or field-based industries
  • Experience within a decentralized or multi-business-unit organization
  • French and English language capability
