Manager, Information Systems

Responsibilities

• Plan, coordinate, and monitor the delivery and operation of enterprise information systems in alignment with established priorities, standards, and roadmaps.
• Manage the delivery of concurrent IS initiatives and projects by monitoring progress, risks, operational impacts, and competing priorities, identifying emerging issues and recommending adjustments to resourcing and delivery as necessary.
• Translate strategic direction into action by developing delivery plans, sequencing work, and coordinating resources to achieve approved system and project outcomes.
• Inform strategic decision-making by analyzing system options, delivery approaches, risks, and impacts, and presenting clear recommendations to inform Director level investment and prioritization decisions.
• Lead the assessment of business needs and change requests, working with Senior Business Analysts to ensure they reviewed, prioritized, and actioned in alignment with the BCER’s strategic objectives.
• Lead a team of Business Analysts by setting expectations, reviewing outputs, prioritizing work, and ensuring business analysis and project management activities support effective system design, delivery, and decision-making.
• Resolve complex delivery, design, and operational issues, while escalating matters with broader financial, policy, or enterprise impact as appropriate.
• Identify, assess, and manage system related risks and dependencies by proactively monitoring impacts, and recommending, developing, and implementing mitigation strategies.
• Manage vendor and contractor performance by overseeing service delivery, resolving and/or escalating issues, and contributing to contract planning, renewals, and performance evaluations.
• Provide timely, accurate updates and report out on delivery progress, risks, and improvement opportunities to the IDS leadership.
• Lead IS staff by assigning work, supporting performance management, and fostering a culture of accountability, collaboration, and continuous improvement.
• Collaborate across Digital Innovation to ensure integrated delivery, and alignment across digital, data, and information system initiatives.

Qualifications

• Education: A degree from a recognized post secondary institution in Information Systems, Computer Science, Business Administration, or a related field, and five or more years of directly related experience; or
• A technical diploma in a related discipline with six or more years of related experience.
• An equivalent combination of education, training, and experience may be considered.
• Experience: Demonstrated experience contributing to enterprise-level information systems planning and roadmap development.
• Demonstrated experience resolving delivery, resourcing, and operational issues, and providing informed recommendations to senior leadership.
• Demonstrated experience tracking project costs against approved budgets, managing contractor invoicing, and assisting with confirmation of quarterly financial results related to Information Systems operational and capital costs.
• Demonstrated experience overseeing project management activities for complex information systems initiatives, including planning, execution, issue resolution, and delivery controls.
• Demonstrated experience with agile, Iterative, and Incremental development
• Demonstrated experience working with and/or leading multidisciplinary teams, including business analysts, project managers, technical staff, and service providers, and setting team expectations and prioritizing work.
• Demonstrated experience leading business analysis initiatives, including eliciting and synthesizing requirements through stakeholder interviews, facilitated workshops, and collaborative sessions.
• Demonstrated experience assessing complex business needs and translating them into strategic, technology-enabled solutions that drive operational efficiency and regulatory compliance.
• Demonstrated experience managing service desk or operational support functions, including oversight of incident management and escalation processes.
• Demonstrated experience balancing operational support with project and change delivery, ensuring system stability while advancing strategic priorities.
