Transport Canada’s Civil Aviation, Aircraft Certification group is staffing a Manager, Engineering position.
The role supports the National Aircraft Certification program and focuses on aircraft powerplant systems, airworthiness, regulatory engineering, and organizational oversight.
The immediate process is intended to staff one position and may create a pool for similar positions with various tenures.
Location and Work Environment
- The successful candidate will report to the Aircraft Certification office at 159 Cleopatra Drive in Ottawa, Ontario.
- Employees may work from the Ottawa location or a planned building in St. Laurent, Quebec.
- The position is performed in an office environment with the opportunity to work remotely one day per week under Treasury Board Secretariat policy.
- Occasional travel may be required to perform the duties.
Salary
- The posted salary range is $134,962 to $157,770; the compensation cadence is not specified in the source.
Duties
- Exercise Ministerial delegation under the Aeronautics Act and Canadian Aviation Regulations and manage oversight of delegated organizations and individuals.
- Provide specialized engineering expertise for regulatory policies and processes governing approval and continuing airworthiness of aeronautical products.
- Lead engineering staff conducting oversight of approved organizations and authorities, culminating in aeronautical product approvals and compliance actions.
- Manage assigned human, financial, and material resources and supervise occupational safety, health, and administrative requirements.
- Lead or participate in multidisciplinary teams and contribute to Division management activities.
Essential Education and Experience
- A relevant engineering degree from a recognized post-secondary institution and/or eligibility for certification as a professional engineer in Canada is required.
- Significant experience means at least six years working across aircraft powerplant design, development, testing, or certification, including one year within the last three years.
- Experience advising Director-level or higher senior management on engineering issues is required.
- Experience building consultative and collaborative relationships with technical teams, consultants, or contractors in regulated engineering environments is required.
- Knowledge of aeronautical product design and type certification as applied to aircraft powerplant systems is required.

Language and Operational Requirements
- The position has bilingual official-language requirements at CBC/CBC, either imperative or non-imperative as specified in the process.
- The successful candidate must be willing and able to travel nationally and internationally as required.
- The successful candidate must be willing and able to work overtime and weekends as required.
Asset Qualifications
- Previous delegation or qualification to become an aircraft certification delegate with Transport Canada is an asset.
- Experience managing human resources and budgetary planning in a technical work environment is an asset.
- Experience conducting or overseeing regulatory type certification within a civil aviation authority or delegated organization is an asset.
