Responsibilities
- Serve as primary liaison and trusted agent for MDA with a designated foreign partner
- Facilitate all communications and foster strategic relationships to support FMS case requirements for THAAD program
- Provide expert strategic counsel to THAAD Program Manager on in country matters
- Keep FMS THAAD Program Manager apprised of events affecting the program
- Attend meetings and conferences, maintain coordination with MDA
- Proactively manage and analyze program status to identify bottlenecks and recommend corrective actions
- Oversee program resources and provide financial stewardship
Requirements
- Must be a U.S. citizen
- One year of specialized experience equivalent to NH 03/GS 13 grade level
- Experience in complex weapon systems such as THAAD
- Experience with DoD security assistance strategies and Foreign Military Sales actions
- Proficiency in FMS Total Package Fielding
- Experience managing FMS budgets and tracking fund availability
- Ability to obtain/maintain Top Secret/SCI security clearance

Summary
- This is a Direct Hire Authority (DHA) solicitation for Acq Demo Business and Technical Management.
- Jiddah, Saudi Arabia is considered a dependent restricted location.
- This position is part of the Missile Defense Agency (MDA), Directorate for International Security Cooperation & Assistance.
Duties
- Serves as the primary liaison and trusted agent for MDA with a designated foreign partner, facilitating all communications and fostering strategic relationships to support FMS case requirements for THAAD.
- Provides expert strategic counsel to the THAAD Program Manager, advising on all in country matters, assessing partner reactions, and analyzing program plans.
- Keeps the FMS THAAD Program Manager apprised of events in the assigned country concentrating on issues affecting the THAAD Program.
- Attends meetings and conferences, and maintains continuing coordination with MDA on matters of interest.
- Proactively manages and analyzes program status to identify and investigate potential bottlenecks, conflicts, or problem areas.
- Oversees program resources and provides financial stewardship, implementing control methods to ensure economy in the use of funds.
Qualifications
- One year of specialized experience equivalent to NH 03/GS 13 grade level.
- Experience in complex weapon systems, such as THAAD and its components.
- Experience with DoD security assistance strategies, policies, and emerging initiatives.
- Proficiency in FMS Total Package Fielding (TPF).
- Experience managing FMS budgets, tracking fund availability, navigating financial constraints.
Conditions of Employment
- Must be a U.S. citizen.
- Males born after 12 31 59 must be registered for Selective Service.
- Suitable for Federal employment, determined by a background investigation.
- Must be able to obtain/maintain a Top Secret/SCI security clearance.
- This is a drug testing designated position.
- Subject to the 5 year foreign area limitation.
