Role Overview

Learning & Advisory Assistant Manager contributing to knowledge management, business advisory, and government advisory work across the MENA region.

The role delivers consulting and advisory services, facilitates internal and external knowledge-sharing, and works with subject matter experts, stakeholders, and government authorities.

The position is permanent and covers the Middle East and North Africa region.

Office Location

  • The description lists Saudi Arabia – Riyadh or Al Khobar as possible office locations.
  • The role includes virtual and in-person presentations, training, meetings, and external engagements.

Knowledge and Regulatory Work

  • Draft, edit, update, and publish content on immigration, mobility, and regional regulatory frameworks and practices.
  • Research legislation, policy, regulatory frameworks, and government procedures across the MENA region.
  • Work with subject matter experts to validate information about the practical implementation of regulatory requirements and government processes.
  • Conduct quality-control reviews of content, products, and processes to maintain accuracy, consistency, and operational efficiency.
  • Prepare international benchmarking studies, current-state assessments, reports, policy papers, and white papers.

Advisory and Project Delivery

  • Contribute to business advisory projects involving compliance reviews, audits, policy drafting, multijurisdictional assessments, workforce mobility, and client training.
  • Contribute to government advisory projects involving policy analysis, benchmarking, stakeholder engagement, procedural assessments, and recommendations.
  • Coordinate internal and external teams across workstreams, dependencies, responsibilities, and deadlines.
  • Prepare meeting agendas and minutes and contribute to project plans and implementation roadmaps.
  • Monitor project progress, identify issues, and help deliver agreed outputs and deadlines.

Content and External Engagement

  • Prepare and deliver client and internal presentations, training programmes, and knowledge-sharing sessions virtually and in person.
  • Draft thought-leadership materials, client communications, articles, blogs, presentations, and other content.
  • Support business development activities, proposals, tender submissions, marketing initiatives, conferences, client meetings, and government meetings.
  • Use digital tools and proprietary systems to manage information for Fragomen and its clients.

Team and Administration

  • Support management and development of team members through work allocation, quality oversight, coaching, knowledge sharing, and performance feedback.
  • Maintain accurate time records and project, matter, and activity tracking.
  • Undertake administrative responsibilities required for effective operation of the MENA Learning & Advisory team.

Essential Criteria

  • Bachelor’s degree, preferably in law, public policy, international relations, political science, or another relevant discipline.
  • At least five years of relevant experience in legal or regulatory research, content development, knowledge management, consulting, or advisory work.
  • Ability to research and analyze legislation, policy, and government procedures and translate findings into practical intelligence.
  • Strong analytical, critical-thinking, problem-solving, drafting, editing, quality-control, organizational, and project-management skills.
  • Ability to collaborate with subject matter experts and stakeholders, work independently, exercise sound judgment, and manage competing priorities.
  • Experience with Microsoft 365, SharePoint, proprietary knowledge systems, presentations, training, and knowledge-sharing sessions.

Preferred Skills

  • Working proficiency in Arabic is strongly preferred.
  • Previous experience in immigration, labour, employment, public policy, or a related regulatory field is preferred.
  • Experience in consulting, business advisory, government advisory, team supervision, coaching, business development, proposal drafting, or tender responses is preferred.
  • Experience with data, dashboards, regulatory trackers, or other knowledge-management tools is preferred.
