Lead Planner Turnaround

Purpose and Scope

Project and Turnaround Management

• Coordinate scope development, technical bid evaluation, execution, and final handover to operations.
• Develop project execution strategies and monitor progress, budgets, schedules, and project metrics.
• Negotiate contracts, resolve disputes, and hold EPC contractors accountable for budget and schedule performance.
• Communicate project strategies and status to management and internal and external stakeholders.

Safety and Quality

• Ensure activities comply with company HSE standards, statutory regulations, safe work practices, and environmental requirements.
• Review outage safety plans, incorporate risk assessments and mitigation plans, and participate in HAZOP, SIMOPS, and safety reviews.
• Prepare turnaround quality KPIs and support implementation of QA/QC plans, inspection test plans, and quality procedures.

Turnaround Planning

• Use Primavera P3/P6, Microsoft Project, and other project or contract management tools to support turnaround planning.
• Identify critical paths, optimize execution sequences, and develop turnaround schedules and resource-loaded plans.
• Develop work scopes and job plans covering drawings and P&IDs, safety, material take-offs, quality, and inspection requirements.
• Prepare work packages, procedures, manpower requirements, execution strategies, bills of materials, and field verification records.

Resources, Materials and Costs

• Estimate labor, equipment, tools, and material requirements for turnaround execution.
• Coordinate material identification, procurement, contractor mobilization, and site logistics.
• Develop budgets and cost estimates, monitor planning-related costs, and support post-turnaround cost reviews.

Closeout and Documentation

• Participate in turnaround reviews, capture lessons learned, and update planning standards.
• Oversee project records, closeout documentation, reporting, and handover to operations.

Qualifications

• Engineering or other technical graduate degree in chemical, mechanical, electrical, or a related discipline.
• 8–12 years of experience in industrial gases, oil and gas, and/or petrochemical industries.
• Proven project execution, engineering management, or construction management experience in a relevant industry.
• Turnaround or brownfield project management experience with the ability to work independently.
• Experience with Primavera, Microsoft Project, or other project and turnaround management tools.
• ERP or SAP project development and implementation experience is preferred.
• Strong industrial field, leadership, communication, and stakeholder management capabilities.
• Arabic and English language capability is preferred.
