We have an opportunity for an existing B3 to join the Heat in Buildings Assessment Operations team on a permanent basis to support delivery of a new, statutory EPC onsite audit regime.

This is an ideal opportunity for someone with extensive experience in undertaking EPC assessments and audits of completed EPCs.

The Heat in Buildings Assessment Operational Delivery team is responsible for Energy Performance Certificate (EPC) operational governance. EPCs are a vital part of the Heat in Buildings policy landscape; they communicate important energy efficiency and heating system information to building buyers or tenants, are required in every new property transaction, underpin millions of pounds of Government schemes, and support research and reporting against climate change targets. Over 200,000 EPCs are produced in Scotland per year by over 3,500 assessors. This is an exciting time to join the team as we move into delivering a package of reforms to the EPC system – the first reform in 17 years.

The post-holder will lead on the development, implementation and oversight of a new statutory onsite EPC auditing regime.

They will lead on establishing the mechanics of the onsite audit programme and will recruit and oversee a team of EPC auditors, who will be responsible for undertaking onsite audits to drive up quality standards across Scotland’s EPC landscape.

They will also work closely with colleagues leading on regulatory and delivery programmes for domestic buildings to ensure that the onsite auditing regime supports these wider heat in buildings policies and programmes.

The post-holder must have experience as a practicing EPC assessor and be formally qualified in domestic (level 3) and/ or non-domestic (level 4) EPC assessment, and have experience in auditing of EPCs completed by other assessors (whether via desktop or onsite).
