IT Services & Operations Management Drive the review and evaluation of existing IT Services & Operations designs within JCDC to determine current capability and introduce potentially relevant improvement initiatives. Lead the design and implementation of business continuance and disaster recovery plans/processes to protect IT Services & Operations and promote recovery in the Technology sector. Oversee the design and implementation of servers, virtualization, operating systems, database systems, storage, backup, and archiving systems to safeguard compliance with IT and digital business requirements and requests. Manage the provision of third-level technical and IT support to employees (e.g., printing, VPN configuration, laptop issues, etc.), including evaluating IT Services & Operations requests to ensure operational efficiency across the IT and Digital department. Lead the implementation of technological solutions to provide IT Services & Operations as a Service (IaaS). Design and oversee the maintenance of testing platforms that reflect the current live environment of critical systems to ensure accurate, reliable testing and validation of system performance, stability, and functionality before deployment, minimizing risks and enhancing the overall quality of critical systems. Lead the evaluation, design, and execution of testing tools and methodologies, including leading capacity management, database systems tuning, optimization, and periodic health checks activities to safeguard Technology & Digital standards and requirements. IT Data Centre Management Monitor and manage data center infrastructure, ensuring high availability, performance, and reliability to minimize downtime and maintain optimal operations. Implement and maintain robust security measures, enhancing data security and compliance to protect against unauthorized access and cyber threats. Optimize energy usage and cooling systems, reducing operational costs and environmental impact while preventing overheating and hardware failure. Develop and execute comprehensive disaster recovery plans, ensuring business continuity and data integrity by enabling quick recovery from disruptions or disasters. Conduct capacity planning and resource management, maintaining scalability and flexibility to meet organizational needs without overprovisioning or underutilizing assets. IT Service Management Lead the departmental operations and partner with executive leadership to provide technical and business guidance to ensure objectives are clear to all involved parties. Review and monitor the quality of project deliverables, oversee service tracking, and ensure processes are understood, adhered to, and institutionalized for consistent, high-quality service. Develop the measurements and reporting mechanisms to track progress and identify service process corrections as needed in the quest for predictable, high-quality service delivery. Establish and ensure reporting occurs, including tracking and communicating schedule changes, delays, and accelerations for initiatives and service delivery. IT Network Management Oversee the Network Management department and ensure that network services in development, test, and production environments are monitored, maintained, and operational in line with JCDC standards and policies. Lead a team responsible for network design, connectivity, security analysis, design and implementation, network management, definition, and standards coordination to ensure timely and accurate execution. Verify effective execution of changes to infrastructure and platforms within agreed timeframes to minimize system downtime. Drive the writing of a network recovery plan to ensure staff is aware of the steps to take in case of a breakdown or security incident. Strategy Development and Implementation Develop and direct the implementation of the department strategy, ensuring alignment with the divisional strategy, JCDC’s vision, mission, and corporate objectives. Ensure that department strategy and related strategic plans are developed and implemented in accordance with the organization's vision and mission. Ensure the provision of subject matter expertise for the assigned domain and provide counsel to JCDC leadership on all related areas to facilitate the achievement of JCDC’s strategy and divisional strategies. Leadership Manage the effective achievement of assigned objectives through the leadership of the assigned section by setting individual objectives, managing performance, and developing and motivating staff to maximize sectional performance. Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and ensuring talent availability fits business requirements. Budgeting and Financial Performance Oversee the consolidation, recommend the department budget, and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon. Policies, Systems, Processes & Procedures Develop and lead the implementation of the department’s policies, systems, processes, procedures, and controls so that all relevant procedural/legislative requirements are fulfilled while consistently delivering quality, cost-effective service. Change Management Lead the management of change through continuous improvement of department systems, processes, and practices considering global standards and changes in the business environment, which demand proactive action plans. Qualification, Experience, & Skills: Minimum Qualifications : B achelor’s degree in Information Technology, Computer Science, or any related field from a reputable university (Master’s degree preferred). Minimum Experience: 1 2 years of experience in a similar field – 3 years in a managerial role. Job-Specific Skills (Generic / Technical): Excellent knowledge of Information Technology Management, leads projects, and contributes strategically. Excellent use of English (must) and Arabic language (preferred). Excellent verbal and written communication and presentation skills, with the ability to effectively present information. Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) Ability to quickly learn and adapt to new technology tools and software used within the organization. Demonstrates understanding of the cultural and professional environment in KSA and the GCC region. In-depth understanding of market practices and laws, shapes policies and ensures compliance. Mastery of technical skills, innovates, mentors, and implements best practices. Demonstrate proficiency in essential soft skills as per JCDC Competency Framework based on the role’s level of responsibility.
