Responsibilities
- Establish current and long range technology goals in accordance with the agency mission
- Lead discussions in the development of agency policy and planning for the future
- Set policies and procedures, review methods, processes, and specifications of IT systems to develop strategies
- Act as a liaison between information systems and other functions of the agency
- Directly supervise or provide functional direction to Deputy IT Director(s), function manager(s), supervisor(s) and other IT staff
- Dispense technical advice, guidance, direction, and authorization to carry out major plans and procedures
- Analyze high level business needs and research new technologies to select IT hardware and software products
- Represent the agency’s IT division at events and meetings within and outside state government
- Participate in the budgeting process with agency executives for the IT division
- Oversee IT projects through their entire lifecycle to ensure timely completion and within budget
- Recruit, select, onboard, and train employees; set expectations, measure progress, provide feedback, and evaluate performance
Requirements
- At least 7+ years of experience in Information Technology or a related field
- Thorough knowledge of the organization and management of the state agency’s operations
- Considerable knowledge of the organization and management of state government
- Ability to negotiate complex and large sum agreements with other agencies, divisions, and outside vendors
- Ability to frame issues based on policy implications
- Effective communication skills
- Ability to delegate work, set clear direction, and manage workflow
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets

Education and Experience
- A degree is not required. However, at least 7+ years of experience in Information Technology or a related field with experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
