Position Purpose and Objectives/Definition of Work :

This Business Analyst bridges the gap between business needs and technological solutions that involves the research and recommendation of systems and solutions.

This position conducts business needs assessments, gathers requirements, and cost/benefit analyses to assist in aligning business initiatives with automated systems solutions.

The position works closely with end users to analyze, define, model, and document business needs and translates these to technical systems requirements.

The work involves using development specifications to create detailed test cases, analyze results, and creating end-user and system documentation (e.g., user guides, process flow charts, training materials, data dictionaries, business glossary).

Primary Duties And Responsibilities

  • Collaborate with business stakeholders to identify user needs and understand requirements, challenges, and opportunities for improvement.
  • Gather and analyze data to identify trends, evaluate current processes, and inform strategic decision
  • Develop detailed requirements, user stories, and functional specifications for new systems and process enhancements. Create process models, diagrams, and other documentation to communicate requirements to technical and business teams.
  • Assists and supports the IT division in the planning, design and implementation of software applications, programs, upgrades and equipment through testing and translating business and user needs into the integration of new software and technology solutions.
  • Conduct cost-benefit analysis and feasibility studies for proposed solutions.
  • Facilitate meetings, workshops, and presentations to communicate findings and solutions to a diverse audience.
  • Oversee or assist with project management tasks, including tracking progress and managing scope.
  • Create a test plan and provide support for the implementation and testing of new solutions, including writing test scripts and performing testing as needed.
  • Create and implement training plans based on user needs and skill levels. Assist employees in learning specific ways to integrate technology into their daily work and provide user support as needed.
  • Create a range of printed, web-based, digital and other documentation designed to introduce, refresh or improve end-user skills. Ensures documentation, communications and technical guides comply with agency policies and IT security standards.
  • Troubleshoot issues and ensure that implemented solutions meet business needs and user satisfaction
  • Attend meetings and trainings as required.
  • Performs other duties of a similar nature and level as assigned. ( non-essential )

Minimal Educational & Professional Qualifications

  • Bachelor’s degree in computer science, information technology or closely related field
  • Three years’ experience as a business analyst or similar role Equivalent training, or experience that demonstrates the knowledge, skills, and competencies required to perform at this level may substitute for education on a year-for-year basis.

Preferred Qualifications

  • Principles and methodologies of business process improvement and project management.
  • Solid knowledge of data analysis tools like Microsoft Excel, SQL, PowerBI, and data visualization software to analyze data and support decision-making
  • Extensive knowledge and experience with various enterprise, desktop and web solutions; such as, Microsoft Office, SharePoint, Adobe Acrobat, CRM/ERP, and project management software
  • Employees must be able to perform the essential functions of the job, with or without reasonable accommodation. Unless otherwise stated, all job duties are considered essential function
  • Strong familiarity with IT systems, software tools, development, and data management practices to support business decisions.

Physical Requirements

Employees must be able to meet the physical demands of the job, with or without reasonable accommodation.

Light Work : Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Physical demands are in excess of those of sedentary work.

Light work usually requires walking or standing to a significant degree.

  • Occasionally required to stoop and kneel;
  • Ability to sit for extended periods of time;
  • Talking and hearing;
  • Reaching with hands and arms, using hands and fingers.
