ICT Project Manager

The Labour Hire Authority (LHA) protects Victorian workers from exploitation and improves transparency and integrity in the labour hire industry by regulating businesses that provide or use labour hire services. LHA licences labour hire providers, monitors and enforces compliance, and supports providers, hosts and workers to understand and comply with their legal obligations.Established to administer the Labour Hire Licensing Act 2018 (Vic) (LHL Act), LHA is an independent agency whose work is wholly funded by licence fees from labour hire businesses. Since 2019, LHA has expanded its program of industry engagement, compliance and enforcement, growing its small and dedicated team to around 120 staff and establishing a strong track record.LHA employees are offered hybrid and flexible working arrangements in accordance with Victorian Public Service and LHA policies. Our offices are located in Melbourne CBD and Bendigo.About the positionReporting to the ICT Project Lead, the ICT Project Manager is responsible for the end-to-end delivery of multiple ICT projects concurrently across LHA, working closely with ICT teams, senior management, business stakeholders and external suppliers. The role will provide hands-on project and delivery management across the full project lifecycle, including initiation, planning, delivery, monitoring and control, transition into operations and closure.The ICT Project Manager will establish and maintain effective delivery practices, ensuring projects are delivered on time, within approved budget and scope, and to the required quality, governance and compliance standards. The role will also apply appropriate waterfall, agile, scrum and hybrid practices where suitable. Where the Project Management Stream is tasked with acting as Scrum Master for the Continuous Improvement Backlog (CIB) cycle, this role will perform the core Scrum Master responsibilities, including facilitating Scrum ceremonies, supporting the team to follow the agreed delivery process, tracking and escalating impediments, and helping maintain a consistent and effective delivery rhythm.About youDemonstrated experience as an ICT Project Manager and Scrum Master, applying appropriate project management and Agile/Scrum methodologies and techniques to deliver ICT projects and continuous improvement initiatives.Ability to work in a fast-paced team environment dealing with competing prioritiesEffective communicator and listener, be able to build and maintain good relationships with our stakeholdersEnthusiastic and self-motivated, keen to contribute to improving systems and processesHow to ApplyPlease apply by providing a cover letter including your responses to the Key Selection Criteria outlined in the Position Description (attached), along with your Resume/CV.For further information regarding Labour Hire Authority, please visit our website at https://labourhireauthority.vic.gov.au/.
