1. Position Purpose
The HR Operations Specialist is responsible for executing and maintaining efficient human resources operations, ensuring full compliance with applicable labor laws and regulatory frameworks within the Kingdom of Saudi Arabia.
The role serves as a critical operational backbone of the HR function, managing employee lifecycle processes, maintaining data integrity, and facilitating seamless interaction between employees, management, and government authorities.
2. Scope of Work
- The scope of this role encompasses end-to-end HR operational activities, including but not limited to:
- Employee data and records management
- HR documentation and compliance
- Onboarding and offboarding lifecycle management
- Payroll coordination and validation
- Employee relations support
- Government platforms administration (e.g., Qiwa, GOSI, Muqeem)

3.1 Employee Records & Data Management
- Maintain accurate, up-to-date, and confidential employee records (physical and digital).
- Ensure proper documentation of employee lifecycle events (hire, transfer, promotion, termination).
- Manage MAGO systems to ensure data accuracy and reporting readiness.
3.2 HR Documentation & Administration
- Prepare, review, and issue HR documents including:
- o Employment contracts
- o Offer letters
- o Promotion and transfer letters
- o Termination and warning notices
- Ensure all documentation complies with Saudi labor law and internal policies.
3.3 Onboarding Management
- Coordinate and execute onboarding processes for new hires.
- Ensure completion of all required documentation and system registrations.
- Facilitate orientation programs and ensure a smooth employee integration experience.
3.4 Offboarding & Exit Management
- Manage employee exit processes including:
- o Exit interviews
- o Clearance procedures
- o Asset recovery
- o System access deactivation
- Ensure compliance with legal and organizational requirements.
3.5 Compliance & Regulatory Adherence
- Ensure full compliance with Saudi labor regulations and internal HR policies.
- Support internal and external audits by providing required documentation and reports.
- Monitor updates in labor laws and recommend necessary process adjustments.
3.6 Payroll Support
- Coordinate with finance/payroll teams to ensure:
- o Accurate employee data input
- o Timely submission of payroll variables
- o Validation of payroll outputs
3.7 Employee Relations & Support
- Act as the first point of contact for HR-related queries.
- Provide guidance on policies, procedures, and employee entitlements.
- Escalate complex issues to HR management when required.
3.8 Benefits Administration
- Support employee benefits processes including:
- o Enrollment
- o Updates and changes
- o Coordination with providers
3.9 HR Systems & Reporting
- Utilize HR systems to generate reports and analytics.
- Ensure data-driven decision support.
3.10 Government Platforms Management
- Handle all HR-related transactions across government platforms, including:
- o Qiwa Platform
- o General Organization for Social Insurance (GOSI)
- o Muqeem Platform
- Ensure timely processing of employee registrations, updates, and compliance requirements.
4. Key Deliverables
- 100% accurate and updated employee database
- Timely issuance of HR documents
- Seamless onboarding and offboarding experience
- Full compliance with regulatory requirements
- Accurate payroll data submission
- Monthly HR operational reports
5. Key Performance Indicators (KPIs)
- Employee data accuracy rate (Target: ≥ 90%)
- Payroll error rate (Target: ≤ 1%)
- Government platform compliance (Target: 100% on-time submissions)
- Clients query response time (Target: ≤ 24 hours)
6. Reporting Line
- Reports directly to: HR Manager / HR Operations Lead
- Works closely with:
O It Department (System Access)
o Department Heads
Education
- Bachelor’s degree in Human Resources, Business Administration, or a related field (preferred but not mandatory).
Experience
- 6 months to 2 years of experience in HR Operations or a similar role.
Knowledge
- Strong understanding of HR practices and Saudi labor law.
- Familiarity with government platforms and compliance processes.
