About the Role
ORAA is seeking an experienced Pre-Opening HR & People Operations Manager to build the entire People function from scratch for a premium women-only wellness destination in Dubai. You will work directly with the Founder to create culture, systems, and structure.

Responsibilities
- Build the HR department from scratch, including policies, SOPs, employee handbook, and procedures
- Lead end to end recruitment across all departments
- Design onboarding and induction programs
- Build performance management and KPI frameworks
- Coordinate payroll inputs, visas, labour contracts, insurance, and HR compliance
- Partner closely with Founder and department heads on organizational design and workforce planning
Requirements
- Minimum 4 years of HR management experience
- Proven experience building HR functions from the ground up
- Previous pre opening experience in hospitality, wellness, fitness, luxury retail, or F&B highly preferred
- Strong knowledge of UAE Labour Law and HR best practices
- Experience implementing HRIS and HR operational systems
- Must currently be based in Dubai, UAE

About the Role
- Seeking an experienced Pre Opening HR & People Operations Manager to build the entire People function from the ground up for a premium women only wellness and lifestyle destination in Dubai.
- This is not a traditional HR role; requires someone who has successfully established HR systems, recruited large teams, and supported businesses through pre opening and rapid growth.
Key Responsibilities
- HR Strategy & Foundation: Build HR department, develop org structure, create policies, SOPs, employee handbook, implement HR systems, ensure UAE Labour Law compliance.
- Recruitment & Talent Acquisition: Lead end to end recruitment, develop hiring plans, build relationships with agencies, manage offers and onboarding.
- Employee Experience: Design onboarding, build performance management, coordinate engagement initiatives, support L&D.
- HR Operations: Coordinate payroll, manage visas, labour contracts, insurance, maintain records, prepare reports.
- Leadership Support: Partner with Founder and department heads, advise on organizational design and workforce planning.
