Role overview

Support implementation, monitoring, and enforcement of health, safety, and environmental requirements across utility infrastructure projects in Riyadh.

Work with supervision and contractor teams to maintain compliance with project HSE standards, local regulations, and WSP policies.

Promote a proactive safety culture across construction site activities.

Responsibilities

  • Monitor contractor compliance with approved HSE plans, procedures, and site requirements.
  • Conduct site inspections, audits, and safety observations across utility infrastructure construction activities.
  • Review work permits, risk assessments, method statements, and toolbox talks before work begins.
  • Support incident reporting, investigations, root cause analysis, and corrective actions.
  • Monitor excavation, utility installation, lifting, confined-space entry, traffic management, and other high-risk activities.
  • Maintain HSE records, participate in stakeholder meetings, and prepare reports with recommendations for improvement.

Requirements

  • Bachelor's degree or diploma in Occupational Health and Safety, Engineering, Environmental Science, or a related discipline.
  • Minimum 5–8 years of HSE supervision experience in construction and infrastructure projects.
  • Experience with utility infrastructure, roads, wet utilities, dry utilities, or civil infrastructure projects.
  • Experience in consultant construction supervision, PMC, CMO, or Engineer environments.
  • NEBOSH IGC certification is mandatory.

Additional qualifications

  • IOSH, OSHA, or equivalent certifications are preferred.
  • Strong knowledge of international HSE standards, risk management, and construction safety practices.
  • Experience with inspections, audits, incident investigations, and safety reporting.
  • Familiarity with Saudi Arabian safety regulations and project requirements is preferred.
  • Proficiency in Microsoft Office and report preparation.
  • Fluent English is required, while Arabic is advantageous.
