Job Description
The HSE Officer supports implementation, monitoring, and enforcement of Health, Safety and Environmental requirements across utility infrastructure projects in Riyadh.
The role works with supervision and contractor teams to ensure compliance with project standards, local regulations, and WSP policies.
Responsibilities
- Monitor contractor compliance with approved HSE plans, procedures, and site requirements.
- Conduct routine site inspections, audits, and safety observations across utility infrastructure construction activities.
- Identify unsafe conditions and ensure corrective and preventive actions are implemented.
- Review work permits, risk assessments, method statements, and toolbox talks before work starts.
- Support incident reporting, investigations, root cause analysis, and corrective actions.
- Maintain inspection, incident, meeting, and HSE statistics records.
- Participate in HSE meetings with project stakeholders and contractors.
- Monitor excavation, utility installation, lifting, confined-space, traffic-management, and other high-risk activities.
- Promote safety awareness through engagement, training, and behavioral safety initiatives.
- Ensure compliance with Saudi regulations, client requirements, and WSP HSE standards.
- Monitor waste, dust, spill, and housekeeping controls.
- Support emergency preparedness, coordinate HSE teams, and prepare reports.
