About the Role
Emarat Aloula Contracting seeks a proactive HSE Officer to implement HSE standards across infrastructure and utilities projects. Requires 7+ years of HSE experience in UAE construction/infrastructure, NEBOSH IGC, and experience with pumping stations, water networks, or similar.

Responsibilities
- Implement and monitor the Company's HSE policies, procedures, and management systems on project sites
- Conduct regular site inspections, audits, and safety observations to ensure compliance
- Identify workplace hazards, conduct risk assessments, and recommend control measures
- Ensure compliance with Permit to Work (PTW) systems and safe work practices
- Conduct toolbox talks, safety inductions, HSE awareness campaigns, and ongoing safety training
- Investigate accidents, incidents, near misses, and prepare detailed investigation reports
- Monitor proper use of Personal Protective Equipment (PPE) and enforce site safety rules
- Coordinate emergency preparedness activities, drills, and evacuation exercises
- Maintain HSE records, inspection reports, incident reports, training records, and statutory documentation
- Liaise with clients, consultants, regulatory authorities, and internal stakeholders on HSE matters
- Ensure compliance with environmental requirements, waste management procedures, and sustainability initiatives
- Support project management in achieving HSE objectives and maintaining a zero harm workplace
Requirements
- Bachelor's Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or related discipline
- Minimum 7 years of relevant HSE experience, preferably within UAE construction, infrastructure, utilities, or EPC industry
- Proven experience on Pumping Stations, Water Transmission Networks, WWTP, STP, DCP, Substations, or similar infrastructure projects
- Experience on projects for TAQA, TRANSCO, or similar utility authorities highly preferred
- Strong knowledge of UAE HSE legislation and international best practices
- NEBOSH International General Certificate (IGC) – Mandatory
- TAQA HSE Approval – Preferred
- TRANSCO HSE Approval – Preferred
- IOSH Managing Safely / IOSH Working Safely – Advantage
- ISO 45001 Internal Auditor or Lead Auditor – Advantage
- First Aid, Fire Warden, and Confined Space certifications – added advantage

Overview
- We, at Emarat Aloula is seeking a proactive and experienced HSE Officer to support the implementation and enforcement of Health, Safety, and Environmental (HSE) standards across infrastructure and utilities projects.
Key Responsibilities
- Implement and monitor the Company's HSE policies, procedures, and management systems on project sites.
- Conduct regular site inspections, audits, and safety observations to ensure compliance with Company, client, and statutory HSE requirements.
- Identify workplace hazards, conduct risk assessments, and recommend appropriate control measures.
- Ensure compliance with Permit to Work (PTW) systems and safe work practices.
- Conduct toolbox talks, safety inductions, HSE awareness campaigns, and ongoing safety training for employees and subcontractors.
- Investigate accidents, incidents, near misses, and unsafe conditions, and prepare detailed investigation reports with corrective and preventive actions.

- Coordinate emergency preparedness activities, drills, and evacuation exercises.

Qualifications & Experience

- Proven experience working on Pumping Stations, Water Transmission Networks, Wastewater Treatment Plants (WWTP), Sewage Treatment Plants (STP), District Cooling Plants (DCP), Substations, or similar infrastructure projects.
- Experience working on projects for TAQA, TRANSCO, or similar utility authorities is highly preferred.
- Strong knowledge of UAE HSE legislation, client safety standards, and international best practices.
Mandatory Certifications
- NEBOSH International General Certificate (IGC) – Mandatory.
Preferred Certifications
- TAQA HSE Approval – Preferred.
- TRANSCO HSE Approval – Preferred.
- IOSH Managing Safely / IOSH Working Safely – Advantage.
- ISO 45001 Internal Auditor or Lead Auditor – Advantage.
- First Aid, Fire Warden, and Confined Space certifications will be an added advantage.

Preference
- Immediate joiners or candidates with short notice periods will be given preference.
- Previous experience with leading UAE infrastructure, utilities, EPC, or contracting companies will be highly advantageous.
- Candidates holding TAQA or TRANSCO approvals will be given priority consideration.
