The HSE Officer is responsible for implementing and monitoring Health, Safety, and Environmental (HSE) policies and procedures across piling and foundation construction projects.
The role ensures compliance with UAE safety regulations, client HSE requirements, and company standards while promoting a strong safety culture to prevent accidents and maintain a safe working environment.
Key Responsibilities
- Implement and monitor the company's HSE policies, procedures, and safety management system at project sites.
- Conduct daily site safety inspections and ensure compliance with HSE standards.
- Perform risk assessments, Job Safety Analysis (JSA), and Hazard Identification and Risk Assessment (HIRA) for piling operations.
- Ensure all work activities are carried out in accordance with approved method statements and permit-to-work systems.
- Conduct safety induction training for new employees, subcontractors, and visitors.
- Organize and conduct regular toolbox talks, safety meetings, and awareness campaigns.
- Monitor lifting operations, excavation works, piling activities, heavy equipment operations, confined space entry, and work at height.
- Ensure proper use of Personal Protective Equipment (PPE) by all employees.
- Investigate accidents, incidents, near misses, and unsafe conditions, and prepare detailed investigation reports with corrective and preventive actions.
- Maintain HSE records, inspection reports, training records, incident reports, and safety statistics.
- Coordinate emergency response drills and ensure emergency preparedness at project sites.
- Monitor environmental compliance, including waste management, dust control, noise control, and pollution prevention.
- Liaise with clients, consultants, and regulatory authorities regarding HSE matters.
- Conduct regular audits and inspections of equipment, machinery, and work areas.
- Stop unsafe work practices and recommend corrective actions whenever required.
- Support management in achieving project HSE objectives and maintaining an incident-free workplace.
Job Requirements
- Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, or a related field.
- IOSH and NEBOSH IGC certification is mandatory.
- Minimum **3–5 years of HSE experience in the piling, foundation, geotechnical, or heavy construction industry**.
- Knowledge of UAE HSE regulations, ADNOC (if applicable), and local authority safety requirements.
- Familiarity with ISO 45001 Occupational Health & Safety Management Systems.
- Experience in preparing risk assessments, method statements, HSE reports, and safety documentation.
- Strong understanding of piling rigs, cranes, excavators, heavy equipment, lifting operations, and excavation safety.
- Excellent incident investigation and root cause analysis skills.
- Good communication, leadership, and interpersonal skills.
- Ability to conduct HSE training and toolbox talks effectively.
- Proficient in Microsoft Office (Word, Excel, PowerPoint).

- Piling Industry: 3 years (Preferred)
License And Certification
