Job Summary
The HSE Officer supports safety-practice execution, project HSE-plan implementation, task analysis, hazard and risk evaluation, control recommendations, incident investigation, training, and safe work execution.
The role helps ensure a safe working environment on project sites.
Project HSE Monitoring
- Monitor HSE activities and site operations for compliance with the project HSE plan and HSEMS requirements.
- Help implement field-location emergency response procedures and evacuation plans.
- Identify hazards and unsafe conditions, raise observation reports, and track corrective measures.
- Report daily violations and provide recommendations.
Training and Reporting
- Train workers on incident prevention, first aid, safety awareness, and other HSE subjects.
- Prepare daily, weekly, and monthly reports to track HSE performance.
- Orient employees on accident reporting and emergency procedures.
- Conduct daily toolbox talks before work begins at the site.
- Ensure employees complete site induction training before starting work.
- Maintain effective induction programs and daily logs for visitors, suppliers, and project personnel.
Risk and Equipment Controls
- Ensure written risk assessments are prepared for every task before work starts and communicate findings to personnel.
- Inspect certified mobile plant, gears, HSE equipment, fire extinguishers, ladders, hand tools, and machinery and maintain logs.
- Support HSE initiatives, safety-awareness activities, incident reporting, and resolution under company and IMS policies.
Job Knowledge and Skills
- Knowledge of health, safety, and environmental regulations and standards relevant to the industry.
- Proficiency in risk assessment and hazard analysis with effective mitigation strategies.
- Ability to investigate accidents, incidents, and near-misses, identify root causes, and recommend corrective actions.
- Ability to develop and deliver HSE training programs for employees, contractors, and stakeholders.
- Effective communication with management, employees, regulatory agencies, and external stakeholders.
- SAP functional knowledge is preferred.
Experience and Education
- Minimum five years of work experience, including three years of relevant experience.
- GCC experience is a plus.
- Education may include a bachelor's degree in Civil Engineering, an engineering diploma, a NEBOSH diploma, or related technical certificates.
- Listed competencies include agility, AI fluency, resilience, and quality leadership.
- Listed functional skills include Job Safety Analysis, HACCP, safety inspections, safety management, and safety policies and procedures.
