HSE Manager

Role context

Main duties

• Develop, implement, and maintain the project HSE plan, procedures, and risk controls.
• Lead HSE strategies for rail construction, civil works, systems interfaces, tunneling, and logistics.
• Manage tunnel and TBM safety, including confined spaces, ventilation, emergency preparedness, fire prevention, lifting, plant movement, and underground health risks.
• Ensure compliance with UAE legislation, local authority regulations, client standards, and international best practices.
• Conduct hazard identification, risk assessments, job safety analyses, and method statement reviews.
• Monitor contractor and subcontractor compliance with approved HSE plans and site procedures.
• Lead incident reporting, investigations, root cause analysis, and corrective or preventive actions.
• Organize inspections, audits, site walks, management reviews, training, inductions, toolbox talks, and awareness campaigns.
• Coordinate emergency response planning and drills for tunnel and underground work environments.
• Prepare HSE reports, KPIs, statistics, and presentations for management and client review.
• Advise project leadership on risks and trends and promote continual improvement and visible HSE leadership.

Profile and skills

• Technical or engineering-related university degree.
• At least ten years of relevant experience on similar projects.
• HSE experience on railway, metro, tunnel, or major infrastructure projects.
• Mandatory rail tunnel safety and/or TBM safety management experience.
• Proven professional experience in the UAE.
• Strong knowledge of HSE systems, risk assessment, and incident investigation.
• Understanding of underground hazards, temporary works, heavy equipment, and emergency response planning.
• Experience managing contractor HSE performance on large multidisciplinary construction sites.
• Strong communication, leadership, reporting, and stakeholder coordination skills.
