Responsibilities
- Lead comprehensive HSE implementation across all site operations, ensuring compliance with policies and regulatory requirements (LOTO, SIMOPS protocols)
- Champion comprehensive Risk Management strategies
- Conduct audits, investigations, and hazard assessments
- Build and strengthen a proactive safety culture
- Develop, orchestrate and mentor site teams on HSE best practices and compliance requirements
- Manage incident reporting and investigation: lead root cause analysis, corrective action plans, and prevention measures
- Foster a proactive safety culture through continuous engagement and communication
- Monitor HSE performance KPIs, prepare regular reports for management, and recommend continuous improvement actions
- Oversee emergency preparedness and response planning, drills, and evacuation procedures
- Ensure environmental controls are implemented and monitored (waste management, spill control, emissions where applicable)
- Manage HSE audits, third party inspections, and client HSE requirements, support permit reviews and compliance submissions
Requirements
- 10+ years total HSE experience in construction/industrial projects
- 5+ years in an HSE Lead / supervisory role
- Diploma or degree in HSE, Engineering, or related discipline
- NEBOSH and/or OSHA certifications strongly preferred
- Experience with HSE systems in high risk activities such as power plant, oil & gas, or EPC environments
- Strong knowledge of UAE/local regulatory requirements and international standards (ISO 45001 / ISO 14001 desirable)
- Proven ability in incident investigation, root cause analysis, risk assessment, and behavior based safety programs
- Excellent leadership, communication, and stakeholder management skills
- Willingness to be site based in UAE, work a 6 day workweek, and travel as required

About the Role

- Ensure compliance with UAE and industry HSE regulations and standards.
- Implement HSE management systems and procedures, deliver training and coaching, conduct inspections and audits, investigate incidents, and promote a positive safety culture.

What We're Looking For
- Strategic HSE mindset with hands on leadership.
- Education: Diploma or degree in HSE, Engineering, or related discipline.
- Experience: 10+ years’ total HSE experience in construction/industrial projects, with more than 5 years in an HSE Lead / supervisory role.
- Certifications: NEBOSH and/or OSHA strongly preferred; additional HSE qualifications (NEBOSH Idip/ CSP, etc.) advantageous.
- Demonstrated experience with HSE systems in high risk activities power plant, oil & gas, or EPC environments.
- Strong knowledge of KSA/local regulatory requirements and international standards (ISO 45001 / ISO 14001 desirable).
- Proven ability in incident investigation, root cause analysis, risk assessment, and behavior‑based safety programs.
- Excellent leadership, communication, and stakeholder management skills; able to influence multi‑disciplinary teams.
- Willingness to be site‑based in UAE, work a 6‑day workweek, and travel as required.
