Responsibilities

  • Monitor and enforce compliance with project HSE requirements, client standards, and Saudi regulations.
  • Conduct routine site inspections, audits, and safety assessments.
  • Review contractor HSE plans, risk assessments, method statements, and permits.
  • Identify unsafe acts and conditions and ensure corrective actions are implemented.
  • Participate in incident, accident, and near-miss investigations and prepare reports.
  • Monitor high-risk activities including excavation, lifting operations, confined space entry, and work at height.
  • Maintain HSE records, inspection logs, safety observations, and compliance reports.
  • Support emergency preparedness activities and participate in emergency drills.
  • Conduct safety inductions, toolbox talks, and awareness campaigns.
  • Monitor environmental compliance, waste management, housekeeping, and pollution control measures.
  • Liaise with contractors, subcontractors, and project stakeholders on HSE matters.
  • Prepare daily, weekly, and monthly HSE performance reports.
  • Promote a proactive safety culture and continuous improvement across the project.

Qualifications

  • Saudi National (mandatory).
  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
  • Must hold a valid SCE Registration in Health & Safety.
  • NEBOSH IGC, IOSH, OSHA, or equivalent HSE certification.
  • Minimum 5 years of HSE experience on major infrastructure or civil construction projects.
  • Experience working within a PMCM consultancy environment is preferred.
  • Strong knowledge of construction safety practices, risk assessment, and incident investigation.
  • Familiarity with Saudi HSE regulations and international standards.
  • Good communication, reporting, and stakeholder management skills.
  • Fluent in English; Arabic is an advantage.
