Responsibilities
- Monitor contractor compliance with project HSE requirements, specifications, and approved safety plans.
- Conduct regular site inspections, audits, and safety observations across road, utility, and infrastructure works.
- Review and monitor method statements, risk assessments, permit systems, and emergency response procedures.
- Identify unsafe acts and conditions and ensure timely implementation of corrective and preventive actions.
- Support the Resident Engineer in enforcing project health, safety, and environmental requirements.
- Monitor excavation works, utility diversions, traffic management activities, lifting operations, and confined space works.
- Review contractor HSE performance and prepare daily, weekly, and monthly safety reports.
- Participate in incident investigations and verify the implementation of corrective measures.
- Coordinate with project stakeholders to promote safety awareness and continuous improvement initiatives.
- Monitor environmental compliance relating to waste management, dust control, noise mitigation, and environmental protection measures.
- Ensure compliance with Saudi regulations, client requirements, and international HSE standards.
- Conduct toolbox talks, safety briefings, and site inductions as required.
- Maintain accurate records of inspections, audits, incidents, and corrective action tracking.

Qualifications
- Bachelor's Degree in Engineering or related discipline.
- Professional HSE qualification such as NEBOSH IGC, NEBOSH Construction Certificate, IOSH, or equivalent.
- Minimum 8 to 12 years of overall experience with at least 5 years of experience in Saudi Arabia.
- Demonstrated experience on transportation, roads, highways, infrastructure, and utility projects within KSA.
- Previous experience working for engineering consultants or construction supervision consultants is essential.
- Strong knowledge of Saudi HSE regulations, infrastructure construction risks, and industry best practices.
- Experience monitoring utility works including wet and dry utilities, stormwater, drainage, potable water, irrigation, power, and telecommunications networks.
- Excellent report writing and communication skills in English.
- Ability to engage effectively with contractors, client representatives, and project stakeholders.
- Saudi Council of Engineers registration preferred.
- Relevant professional certifications and training in construction safety will be an advantage.
- Candidates must have a dominant background in KSA infrastructure supervision projects and consultant-side delivery.
- Candidates with primary experience in building projects, contractor-only environments, design offices, or corporate HSE roles are not preferred.
