About the Role

Responsibilities
- Adhere to project HSE requirements and implement with contractors and stakeholders
- Ensure all emergency procedures are prepared and implemented
- Carry out periodic and ad hoc site HSE tours and audits with contractor HSE staff
- Prepare and maintain DSA HSE registers (training, induction, inspection reports, incidents)
- Respond to health and safety complaints from stakeholders
- Review contractor HSE staff CVs and interview as required
- Monitor compliance of all staff with safety standards and company procedures
- Monitor and report on contractor and subcontractor HSE compliance
- Conduct and coordinate regular safety training for staff
- Review and comment on contractor HSE plans and risk assessments
- Conduct accident and incident investigations
- Chair weekly safety meetings and issue minutes of meeting
Requirements
- Minimum bachelor's degree in safety management, engineering, or construction
- Valid Trakhees Safety Advisor Registration Scheme (SARS) certification
- NEBOSH International General Certificate or equivalent Level 3 qualification
- 10+ years of experience in engineering consulting or construction projects
- In depth knowledge of OSHA and Middle East HSE regulations

Job Accountabilities
- Adhere to project HSE requirements and implement this with the Contractor and related stake holders.
- Ensure all emergency Procedures are prepared and implemented.
- Carry out periodic and ad hoc site HSE tours & audits along with Contractor HSE Staff, highlight and address related findings.
- Prepare and maintain DSA HSE registers, e.g. training, induction, SVN, inspection reports, accident/Incident, and others as required.
- Respond to health and safety–related complaints or issues from stake holders.
- Review the CVs of contractors Health and Safety staff and interview as required.
- Monitor the compliance of all staff with the applicable safety standards and company’s procedures and bring to the attention of the line Manager any safety violations by the site team for their further action.
- Monitor, assess and report on Contractor and Subcontractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice.
- Immediately bring to the attention of the DSA line manager the critical and outstanding safety issues for their further actions.
- Conduct and co ordinate regular safety training for staff in coordination with HSE Manager.
- Coordinate and give advice to DSA HSE Officers & Managers to implement HSE Standards.
- Review and comment on the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.
Qualifications / Experience / Requirements
- Minimum bachelor’s degree in any discipline preferably in safety management, engineering / construction.
- Valid Trakhees Safety Advisor Registration Scheme (SARS) certification.
- NEBOSH International General Certificate or an equivalent qualification. (Minimum Level 3 Qualification required).
- 10 plus years of experience in Engineering consulting / construction Projects.
- In depth knowledge of OSHA and other relevant health, safety and environmental regulations in the Middle east.
Competencies
- Experienced in behavior based health and safety programs. Experience of Implementing OHSAS 18001.
- Professional membership, credentials, or certifications from recognized bodies such as IOSH, IIRSM, or BCSP are preferred.
