Job Description

Senior-level Health, Safety and Environment Manager leading HS&E across a major rail infrastructure project.

The role reports to the Project Director and combines strategic leadership with hands-on visibility across the project environment.

The position leads the HS&E function and drives a proactive management strategy across all project stages.

What You Will Be Doing

  • Support the Project Manager, Deputy Project Manager, and Package Managers in driving HS&E efforts.
  • Implement and monitor initiatives to improve HSE service efficiency and delivery.
  • Coordinate continuous improvement workshops and lessons-learned reviews across project phases.
  • Manage a team of HSE professionals.
  • Oversee design-build contractor HSE requirements, including contract compliance, RAMS, and permits to work.
  • Audit, monitor, and report project and design-build contractor HSE performance.
  • Review, implement, and maintain HSE management systems in line with regulatory standards.
  • Ensure compliance with legislation, engineering and construction codes, and standards.
  • Lead and update HSE policies, plans, and procedures to meet joint venture and legal requirements.
  • Develop emergency preparedness, emergency operating, and standard operating procedures.
  • Identify hazards, assess risks, and develop strategies for safe and reliable products, systems, and applications.
  • Prepare HSE documents, investigate incidents and non-conformities, identify root causes, and track corrective and preventive actions.

Required Skills

  • Minimum 15 years of experience on a heavy civil engineering project.
  • Experience leading a team of HS&E professionals.
  • NEBOSH, IOSH, IEMA, IRCA, or an equivalent qualification.
  • Registered Lead Auditor.
  • Ability to work in a highly pressurized and fast-paced environment.
  • Ability to build relationships across all organizational levels.
  • Effective communication skills, including persuasive presentations to small and large audiences.

Desired Skills

  • Experience on metro, rail, or related projects.
  • Experience on tunneling projects.
  • Suitable environmental management qualification.
