Role Overview
We are seeking a commercially astute HR/IR Manager to join the METRONET High Capacity Signalling Alliance (HCSA) , a major infrastructure project to upgrade Perth's rail network with a modern Communications-Based Train Control (CBTC) system which will allow trains to run closer together safely, boosting network capacity and increasing frequency. As the HR/IR Manager, you will play a central leadership role in shaping workforce strategy, culture, and industrial outcomes across this complex, multi-partner alliance. You will provide strategic and operational HR/IR guidance across a large, dynamic project environment, aligning people initiatives with delivery objectives.
Key responsibilities include:
Lead the HR and Industrial Relations strategy for the Alliance, aligned with project delivery goals.
Act as a trusted advisor to the Alliance Management Team and senior leaders.
Drive a high-performance culture across a multi-disciplinary workforce.
Provide expert guidance on workforce planning, talent management, and organisational design.
Oversee employee relations matters, ensuring consistent and compliant outcomes.
Partner with Alliance stakeholders to ensure alignment across multiple organisations.
Champion safety, inclusion, and engagement initiatives across the project.

About the role

Experience and capabilities
Proven experience as an HR Manager within infrastructure or construction projects
Strong expertise in Industrial Relations, ideally within unionised environments
Demonstrated experience working on large-scale projects with diverse workforce models
Exposure to JV or Alliance project environments (highly regarded)
A strategic mindset with the ability to influence senior stakeholders
Exceptional communication, negotiation, and relationship-building skills
Tertiary qualifications in HR, IR, Law, or a related discipline
