About the Role
Alfran HTR LLC is seeking a Safety Officer (HSE Officer) to implement HSE standards across project sites in UAE/GCC. The role requires NEBOSH certification and 5+ years of experience in industrial construction or oil & gas.

Responsibilities
- Implement company HSE policies, procedures, and client safety requirements
- Conduct daily site inspections and identify unsafe acts and unsafe conditions
- Prepare and monitor Job Safety Analysis (JSA), Risk Assessments, and Method Statements
- Ensure compliance with permit to work (PTW) systems
- Conduct Toolbox Talks (TBTs), safety inductions, and HSE training
- Monitor proper use of PPE and enforce safety rules
- Prepare and maintain HSE records, reports, inspection checklists, and incident documentation
- Investigate incidents, accidents, and near misses, and recommend corrective actions
- Monitor high risk activities such as lifting operations, scaffolding, excavation, welding, and confined space entry
- Conduct emergency drills and ensure emergency response procedures are in place
Requirements
- NEBOSH International General Certificate
- Minimum 5 years of experience in industrial construction, refractory, cement, steel, oil & gas, or shutdown projects
- Knowledge of HSE legislation and international standards
- Incident investigation and risk assessment skills
- Good communication and leadership abilities
- Proficiency in Microsoft Office and HSE reporting systems
- Knowledge of Hindi and English is mandatory
- First Aid and Fire Fighting certification are advantageous

Job Purpose
- To ensure the implementation and compliance of Health, Safety, and Environmental (HSE) standards across all project activities, protecting employees, contractors, equipment, and company assets while maintaining compliance with client and legal requirements.
Key Responsibilities
- Implement company HSE policies, procedures, and client safety requirements.
- Conduct daily site inspections and identify unsafe acts and unsafe conditions.
- Prepare and monitor Job Safety Analysis (JSA), Risk Assessments, and Method Statements.
- Ensure compliance with permit to work (PTW) systems.
- Ensure compliance with UAE laws, client requirements, and company HSE policies.
- Conduct Toolbox Talks (TBTs), safety inductions, and HSE training.
- Monitor proper use of PPE and enforce safety rules.
- Prepare and maintain HSE records, reports, inspection checklists, and incident documentation.
- Recommend improvements to enhance workplace safety performance and safety culture.
- Ensure corrective and preventive actions are implemented and followed up until closure.
- Monitor high risk activities such as lifting operations, scaffolding, excavation, welding, and confined space entry.
- Ensure good housekeeping and safe storage of materials and equipment.
Qualifications
- NEBOSH International General Certificate (with 5 year experience).
- First Aid and Fire Fighting certification are advantageous.
Experience
- Minimum 5 years of experience in industrial construction, refractory, cement, steel, oil & gas, or shutdown projects.
- Experience in high temperature industries and plant shutdown activities is preferred.
Skills
- Knowledge of HSE legislation and international standards.
- Incident investigation and risk assessment skills.
- Good communication and leadership abilities.
- Proficiency in Microsoft Office and HSE reporting systems.
- Ability to work under pressure during shutdown and turnaround projects.
Working Conditions
- Site based role involving plant shutdowns and maintenance projects.
- May require extended working hours and travel within the UAE and GCC countries.
Preferred Requirements
- Knowledge of Hindi and English is mandatory, and knowledge of Arabic will be an added advantage.
