Role Description

This is a full-time, on-site role for a Health Safety Environment (HSE) Engineer located in Riyadh.

The HSE Engineer will manage and implement health, safety, and environmental systems to ensure compliance with regulatory standards.

Responsibilities include conducting risk assessments, implementing safety protocols, providing Occupational Health and Safety (OHS) training, and ensuring adherence to Environment Health and Safety (EHS) guidelines.

The HSE Engineer will also facilitate safety audits and work towards fostering a safety-conscious culture within the organization.

Key tasks and responsibilities:

· Responsible for the preparation, implementation, and monitoring of the HSE plan and site safety procedures to ensure compliance with safety standards and regulations.

· Ensure all site activities comply with safety requirements and regulations.

· Conduct regular site inspections to identify unsafe conditions and practices.

· Ensure proper use of PPE by all personnel on site.

· Monitor high-risk activities such as lifting operations, working at height, electrical works, and confined spaces.

· Coordinate and control permit-to-work system on site.

· Conduct safety inductions and toolbox talks for site personnel.

· Report incidents, near misses, and unsafe acts, and follow up on corrective actions.

· Maintain HSE records, reports, and documentation.

· Coordinate with subcontractors to ensure compliance with HSE requirements.

· Stop unsafe work when required and escalate to project management.

· Ensure housekeeping standards are maintained on site.

· Support audits and inspections by client or authorities.

· Perform any other related tasks as required by the Project Manager.

· Attend weekly HSE meetings with the client’s HSE team and present PMG’s HSE performance, updates, and compliance status.

· Training & Awareness: Organize safety training sessions, induction programs, and toolbox talks to promote a safety-first culture.

· Incident Investigation: Lead investigations into accidents and near-misses, preparing reports to identify root causes and implement corrective actions.

· Emergency Preparedness: Develop and test emergency response plans, including fire drills and first aid protocols.

Skills & Competencies

1.

Bachelor’s degree or diploma in a relevant discipline, with a minimum of 10 years of professional experience in the same or related field

2.

Proven experience in a similar role, preferably within the construction or project management industry (healthcare projects)

1.

Relevant HSE certifications (NEBOSH, OSHA, IOSH or similar)

2.

Good knowledge of construction safety practices.

3.

Experience in managing permit-to-work systems.

4.

Ability to identify risks and enforce safety measures.

7.

Excellent communication and interpersonal abilities with the capacity to effectively interact with multidisciplinary teams and stakeholders.

8.

Proven experience in a similar role, preferably within the construction or project management industry (healthcare projects)

9.

Advanced proficiency in Microsoft Office (Word, Excel, Outlook), PDF editing and document management tools, and Power BI for data visualization, reporting, and performance analysis.

10.

Strong organizational and time-management skills.

11.

Any other tasks requested by the Line Manager.

12.

Familiarity with document management systems (Aconex, SharePoint, AWP, or similar)
