Regional Head of Human Resources - Dubai (MEA)

About the Opportunity

We are partnering with a leading Fintech company to identify an outstanding Regional Head of Human Resources based in Dubai.

This is a pivotal leadership position with accountability for the Middle East and Africa region.

The Role

As the Regional Head of Human Resources, you will serve as a trusted advisor to the business, architecting and executing people strategies that fuel innovation and accelerate growth across the dynamic Fintech landscape in MEA.

• Business Partnership & Strategy

  • Shape and deliver people strategies that drive business performance and commercial success across MEA
  • Act as a strategic advisor to regional leadership on organizational capability and talent matters
  • Lead strategic workforce planning and organizational design to support business expansion
  • Champion employee experience and build a culture of innovation, agility, and excellence

• People Development & Culture

  • Build comprehensive talent development programs including leadership pipelines and career frameworks
  • Implement robust performance enablement systems that drive accountability and growth
  • Design and execute employee engagement strategies tailored to diverse markets
  • Lead diversity, inclusion, and belonging initiatives that reflect regional values and global standards

• Governance & Advisory

  • Provide expert guidance on complex employee relations issues and critical people decisions
  • Ensure adherence to labor laws, regulatory requirements, and corporate governance across MEA markets
  • Establish HR policies and frameworks that balance global consistency with local relevance
  • Manage sensitive investigations, disciplinary matters, and conflict resolution

• HR Operations & Leadership

  • Build, inspire, and develop a distributed HR team across multiple MEA locations
  • Collaborate with global HR functions including Talent Acquisition, Total Rewards, and People Operations
  • Champion HR innovation and implement cutting-edge people technologies
  • Utilize people analytics and insights to inform business decisions and measure HR impact
  • Own regional HR budget planning and resource allocation

Essential Requirements

  • 10+ years of progressive HR experience, with minimum 5 years in senior leadership positions
  • Substantial experience in Fintech, Financial Services, or Technology sectors
  • Deep expertise managing HR operations across MEA markets with proven understanding of cultural and regulatory complexity
  • Demonstrated ability to operate as a strategic business partner to senior leadership teams
  • Track record of building and scaling HR functions in high-growth environments
  • Exceptional stakeholder influence and relationship-building capabilities at executive level
  • Results-oriented approach with strong commercial and business acumen
  • Bachelor's degree in Human Resources, Business, or related discipline (Advanced degree advantageous)
