General Objective

  • Full supervision of all operations performed by the Applications Section according to approved work plans and strategic directions of the department, including direct responsibility for developing IT systems applications in line with rapid changes, overseeing alignment of central financial systems s

Main Tasks and Responsibilities

  • Define strategic and operational objectives and work plans for all section operations and ensure implementation according to specified timelines, organize work, and direct subordinates.
  • Develop strategic policies for application management and ensure alignment with department strategic objectives and approved directions.
  • Directly supervise implementation and development of digital transformation and innovation processes, ensuring periodic updates and improvement of central financial systems.
  • Supervise processes and mechanisms for setting policies, standards, and guidelines for IT software selection, development, and use.
  • Ensure implementation of all policies and processes related to alignment of central financial systems strategy with business objectives of the department and government entities.
  • Supervise development of Dubai government's central financial systems to support strategic plan implementation and ensure improved information management in coordination with relevant parties.
  • Full supervision of preparation and implementation of developmental studies to update central digital financial systems and provide appropriate recommendations for activation.
  • Supervise processes related to enhancing shared applications to reduce costs and improve operational efficiency.
  • Improve information flow and continuously verify efficiency and effectiveness of application development projects according to approved directions.
  • Ensure technological solutions for continuously changing needs of government entities through coordinated communication channels and best practices.
  • Manage continuous collaboration with system providers and experts to provide innovative solutions for challenges facing government financial applications in a timely manner.
  • Ensure IT application risk management and monitor and set appropriate standards and security policies to minimize risks.

Qualifications

  • Bachelor's degree in Information Technology or related field (Master's or PhD preferred with reduced experience).
  • 15 years for Bachelor's, 12 for Master's, 9 for PhD in similar fields.
  • Professional certifications: ITIL 4, CCBA, Agile Analysis Certification (AAC), PMP.
