GIS Specialist / Developer

Role overview

GIS delivery and spatial analysis

• Produce and maintain spatial datasets, geodatabases, and cartographic outputs for multidisciplinary design teams.
• Perform spatial analysis and integrate survey, design, and asset data into GIS.
• Apply data standards, topology, QA/QC, metadata, and ISO 19100 practices.
• Support design coordination, constraints mapping, options analysis, and client submissions.
• Manage coordinate systems, projections, and transformations across local and regional datums.

Automation and development

• Build and maintain Python/ArcPy automation scripts and geoprocessing models.
• Develop web GIS applications and dashboards using JavaScript, ArcGIS API, Experience Builder, and StoryMaps.
• Design and consume REST APIs and optimize SQL queries against enterprise geodatabases.
• Build FME/ETL workflows for data transformation, migration, and integration.
• Manage tool lifecycles from requirements through deployment, documentation, and maintenance.
• Integrate GIS with BIM, ACC, ProjectWise, and other enterprise systems.

Enterprise GIS administration

• Support installation, configuration, upgrades, and licensing for ArcGIS Enterprise, Portal, and Server.
• Administer user roles, permissions, and security settings across ArcGIS Online and Enterprise organizations.
• Publish, monitor, and maintain map, feature, and geoprocessing services.
• Support SDE administration, schema management, versioning, and maintenance schedules.
• Assist with Azure and AWS GIS deployments, infrastructure, backups, and disaster recovery.

Collaboration and reporting

• Act as a technical GIS contact for clients, authorities, and project disciplines.
• Contribute to GIS Execution Plans, technical proposals, and process documentation.
• Track task progress and support estimating, scheduling, and production reporting.
• Provide technical guidance and mentor junior and associate GIS staff.

Qualifications and experience

• Bachelor's degree in GIS, Geography, Geomatics, Computer Science, Software Engineering, or a related discipline; a Master's degree is preferred.
• 5–8 years of relevant experience across GIS delivery, automation or application development, and GIS Enterprise administration exposure.
• Production experience developing Python/ArcPy automation and web GIS applications.
• Working knowledge of ArcGIS Enterprise, Portal, and Server administration is required; hands-on administration is advantageous.
• Engineering, infrastructure, or consultancy experience is preferred, and Middle East experience is advantageous.
• Esri or programming language certification is preferred.

Technical skills and competencies

• ArcGIS Pro/Desktop, ArcGIS Online/Enterprise, geodatabases/SDE, and ModelBuilder.
• Python/ArcPy, JavaScript, ArcGIS API, REST APIs, SQL, and FME/ETL.
• Portal/Server configuration, security, service publishing, geodatabase administration, and cloud GIS hosting.
• Data models, schemas, metadata, QA/QC, ISO 19100, coordinate systems, and spatial accuracy management.
• Strong communication, collaboration, analytical, detail-oriented, and solutions-focused abilities.
