Responsibilities
- Develop and execute the company’s strategic vision, long term roadmap, and growth agenda
- Lead expansion across digital payments, wallet ecosystems, merchant acquiring, payment acceptance channels, and financial technology services
- Ensure full compliance with all applicable Central Bank regulations, licensing requirements, AML/CFT obligations, consumer protection requirements, and payment industry regulations
- Oversee payment operations including transaction processing, settlement governance, reconciliation oversight, merchant servicing, wallet operations, service reliability, and operational resilience
- Provide executive oversight of technology strategy, platform scalability, cybersecurity resilience, and digital infrastructure governance
- Establish a strong enterprise wide risk governance culture and ensure effective oversight of AML/CFT, fraud risk, operational risk, cybersecurity, information security, consumer protection, data privacy, and financial crime prevention
- Own the company’s financial performance, budgeting, forecasting, and profitability targets
- Build, lead, and develop a high performing executive leadership team
Requirements
- Minimum 15 years of professional experience in electronic payments, fintech, banking, financial services, payment infrastructure, or digital financial services
- Minimum 7 years in executive leadership roles (CEO, Deputy CEO, General Manager, Managing Director, COO, Executive Director)
- Bachelor's degree in Business Administration, Finance, Economics, Banking, Computer Science, Information Systems, Engineering, or related discipline
- Direct experience dealing with regulators and financial supervisory authorities
- Proven leadership in scaling regulated payment or financial services businesses
- Professional business fluency in English
- Arabic professional proficiency strongly preferred

Position Summary
- The Chief Executive Officer (CEO) / General Manager (GM) will provide overall strategic, operational, regulatory, and commercial leadership for the organization.
- The successful candidate will be responsible for driving sustainable growth, strengthening governance, ensuring regulatory compliance, maintaining operational resilience, expanding partnerships, and leading digital transformation across the business.
- This role requires a seasoned executive with deep expertise in electronic payments, fintech, banking, payment infrastructure, risk governance, and regulated financial services.
Key Responsibilities
- Develop and execute the company’s strategic vision, long term roadmap, and growth agenda.
- Lead expansion across digital payments, wallet ecosystems, merchant acquiring, payment acceptance channels, and financial technology services.
- Identify new business opportunities, product innovation initiatives, and strategic partnerships.
- Drive digital transformation and customer centric service innovation.
- Present strategic plans, performance updates, and business initiatives to the Board of Directors.
- Deliver sustainable revenue growth, profitability, and market expansion.
- Lead go to market strategies for retail, merchant, SME, corporate, and agent based payment services.
- Expand customer acquisition, merchant acceptance, transaction volume, and active user growth.
- Build and maintain strategic partnerships with banks, merchants, payment schemes, switching providers, technology vendors, government entities, and strategic ecosystem partners.
- Drive product commercialization and market competitiveness.
- Ensure full compliance with all applicable Central Bank regulations, licensing requirements, AML/CFT obligations, consumer protection requirements, and payment industry regulations.
- Serve as the primary executive liaison with Central Bank of Iraq, regulatory authorities, banking partners, auditors, compliance authorities, and payment ecosystem stakeholders.
Required Qualifications
- Minimum: Bachelor’s degree in Business Administration, Finance, Economics, Banking, Computer Science, Information Systems, Engineering, or related discipline.
- Preferred: MBA or Master’s degree in Finance, Banking, Strategy, Technology Management, or related field.
- Minimum 15 years of professional experience in electronic payments, fintech, banking, financial services, payment infrastructure, or digital financial services.
- Minimum 7 years in executive leadership roles such as CEO, Deputy CEO, General Manager, Managing Director, COO, or Executive Director.
- Proven experience in licensed payment institutions, electronic payment service providers, fintech companies, digital banking, merchant acquiring businesses, or card/payment infrastructure organizations.
- Direct experience dealing with regulators and financial supervisory authorities.
- Proven leadership in scaling regulated payment or financial services businesses.
- Strong understanding of electronic payments ecosystem, payment transaction lifecycle, merchant acquiring, payment acceptance, wallet platforms, QR payments, switching infrastructure, settlement and reconciliation, API integrations, KYC onboarding, AML systems, fraud monitoring, PCI DSS, cybersecurit
- Arabic: Professional proficiency strongly preferred. English: Professional business fluency required.
