Reporting to the Controller/Budget Director, the Grants Accounting Manager is responsible for the management of the overall fiscal integrity of the College's grant/restricted accounts and serves as subject matter expert for the College on matters of compliance with federal, state, and other grant requirements. The Grants Accounting Manager supervises Grants Accounting staff and financial accounting and reporting activities of federal, state, local, and private grants, contracts, and gifts; reviews all grant award agreements with approved budgets and ensures proper establishment of accounts, timely and accurate completion of transactions, billings, collections, and reports related to restricted accounts. Establishes, implements, and monitors accounting procedures and deadlines to comply with cash management and other grant regulations. Assigns accounting and reporting responsibilities for selected grants, contracts, and restricted funds to staff members based on portfolio complexity, workload, and funding source, while retaining overall responsibility for the administration and financial oversight of federal grants and other designated funds. Directs and performs grant accounting functions as needed, including journal entries, time and effort review and reconciliation, communication with grant financial managers, financial reporting, invoicing, drawdowns, compliance monitoring, and related fiscal stewardship activities. Works with the campus community to ensure understanding of and adherence to policies and procedures, provides periodic financial reports, ensures grant files are auditable, and provides primary support for project inquiries, including audits. Prepares annual and periodic budget appropriations for restricted program activities, annual Schedule of Expenditures of Federal Awards (SEFA), and periodic Federal Funding Accountability and Transparency Act (FFATA) reports.
