About the Branch The Governance and Corporate Support Branch lead the provision of quality corporate support services and functions (including human resources and occupation health and safety, risk and audit, finance, fleet, accommodation and organisational strategic projects) which enable successful operation of VECRA. In addition, the Governance and Corporate Support Branch is responsible for the oversight, delivery and reporting of the compliance and audit obligations required of a statutory authority. About the TeamThe Finance team, within the Governance and Corporate Branch, is a specialised team responsible for delivering the effective, efficient, economical and sustainable management of VECRA's financial resources. This includes planning and leading financial activities across the organisation; annual compliance and financial attestation activities; budget and forecasting development, monitoring and oversight; internal and external reporting; managing accounts payable and receivable; developing and implementing relevant policies, processes and fraud controls; developing and leading VECRA's financial management framework; and, building the capability of VECRA's staff in good financial management practices. The team works closely with leaders across VECRA and the Department of Education to provide practical advice, maintain strong financial governance and continuously improve how we manage our finances aligned to the Financial Management Act 1994.About the RoleThe Finance Officer is key in supporting the effective financial management of VECRA by delivering high-quality financial accounting, reporting, budgeting, payment processing and compliance activities. The role is responsible for coordinating and delivering a range of finance activities, provides accurate and timely financial information and advice, and supports the implementation of robust financial controls and governance practices. Working collaboratively across the organisation, the Finance Officer identifies opportunities to improve financial processes, ensures compliance with Victorian Government legislation, policies and accounting standards, and contributes to informed decision-making and the achievement of VECRA's strategic and operational objectives. This role provides an opportunity to make a tangible contribution in a new and still evolving organisation, shaping how our financial management practices are developed and implemented. Please see the ‘Role Purpose' section of the Position Description for specific roles responsibilities.AttributesWe are looking for someone who is technically strong, organised and adaptable with the confidence to work independently across a range of financial activities in a new and evolving organisation. You will have experience across end-to-end financial operations, including accounts payable, reconciliations and financial administration, with a strong focus on accuracy, compliance and reliable financial information. You will be comfortable responding to ad-hoc requests, building effective relationships with colleagues and be able to communicate financial information clearly. You will bring a willingness to take on boarder responsibilities beyond routine processing, identify opportunities to improve financial processes and systems, and contribute positively to a team.Qualifications and ExperienceExperience: At least 3 years' experience in using financial management systems (experience with Oracle or similar will be highly regarded).Qualifications: A degree or relevant tertiary qualification in Finance (Accounting/Commerce/Business) or a similar field.Essential: A valid Working with Children Check.
