Job Summary
The Finance Manager organizes and directs all general accounting and financial activities for the client’s project. This position is responsible for ensuring compliance with all project financial accounting, reconciliation, auditing, and reporting requirements and will be dedicated full-time to the project. The Finance Manager reconciles operational and financial records across the systems deployed for operations; manages required operational and financial audits, including cash and inventory audits; interfaces with the client, subcontractors, vendors, and internal and external auditors; strengthens process controls and operating efficiencies; coordinates accounting, reporting, receivables, and payables; achieves monthly performance measures; and supervises project accounting staff.
Duties And Responsibilities
- Develop, implement, and maintain accounting standard operating procedures, internal controls, and financial management processes and systems that support project operations and contractual requirements.
- Ensure compliance with all project-specific financial accounting, reconciliation, auditing, and reporting requirements.
- Serve as the dedicated, full-time financial lead for the project, maintaining oversight of financial controls, reporting processes, and audit-readiness activities.
- Direct, monitor, and evaluate accounting activities, processes, systems, procedures, and staff performance; implement necessary updates and improvements.
- Oversee weekly accounts payable activities and customer refunds.
- Oversee the preparation of daily and monthly journal entries.
- Oversee the preparation of monthly, quarterly, and annual financial reporting and analysis for the client.
- Oversee the preparation of daily, monthly, quarterly, and annual reconciliations across applicable operational and financial systems.
- Manage financial systems, accounting operations, auditing activities, and financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and applicable requirements.
- Evaluate back-office operating and financial software and identify opportunities to improve efficiency, controls, processes, or system functionality.
- Ensure daily and monthly key performance measures are successfully achieved.
- Participate in internal project meetings and client meetings.
- Interface with the client, subcontractors, vendors, and internal and external auditors.
- Oversee internal audits, including monthly physical inventory audits and cash-control reviews.
- Oversee and support external audits, including SOC 1 Type II audits, as applicable.
- Monitor developments in the accounting profession, including governmental accounting standards and regulations, GAAP, and Governmental Accounting Standards Board (GASB) requirements.
- Translate operational issues into financial risk assessments and recommend appropriate controls or corrective actions.
- Perform other duties as assigned by the supervisor.
- Ability to read and comprehend complex instructions, correspondence, memoranda, financial reports, and legal or contractual documents.
- Ability to write professional correspondence, reports, procedures, and staff communications.
- Ability to respond effectively to inquiries or complaints from customers, clients, regulatory agencies, auditors, or members of the business community.
- Ability to translate operational issues into financial risk assessments and communicate the associated business impact.
- Experience working in a high-volume, regulated transaction environment.
- Demonstrated ability to ensure compliance with contractual, regulatory, client, and GAAP-based financial requirements.
Supervisory Responsibilities
- Provides overall direction, coordination, and evaluation of accounting and finance teams consisting of approximately one to three members.
- Provides financial leadership and oversight for project accounting functions and ensures compliance with contractual financial reporting, reconciliation, internal-control, and audit requirements.
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Education And And Or Experience
- Bachelor’s degree or equivalent in Accounting required.
- Active Certified Public Accountant (CPA) license required. The selected individual must maintain an active CPA license throughout the duration of the project assignment.
- Minimum of seven (7) total years of relevant work experience
- Minimum five (5) years of experience managing and reporting on financial systems, including auditing and accounting in accordance with Generally Accepted Accounting Principles (GAAP).
- Minimum three (3) years of experience developing and implementing financial management systems similar in scope, scale, and complexity to the work performed on this project.
- Experience overseeing accounting operations in a GAAP-compliant, high-volume transaction or trip-processing environment, including revenue management, reconciliations, process audits, and related functions.
- Experience with tolling back-office systems preferred.
- Ability to package, analyze, and present quantitative financial and operational data effectively.
