Luke AFB is home to the Air Force's largest F-35 pilot training wing, and the 56th Civil Engineer Squadron plans, programs, and sustains the facilities that keep that mission running. VLinc is hiring three engineers to embed full-time with the squadron's Portfolio Optimization element. This is the front end of the facility lifecycle: deciding what gets built and repaired, making the case for the money, and setting projects up so they execute well. Your work products go straight to squadron and wing leadership.
• Prepare and refine project programming documents (DD Form 1391 and AF Form 813 packages) that justify and compete facility requirements for funding
• Develop parametric and detailed construction cost estimates using PACES and RSMeans
• Plan and facilitate planning charrettes with squadron personnel and mission partners
• Support installation planning products, including Installation Development Plan (IDP) and Comprehensive Planning Program (CPP) deliverables
• Tailor Unified Facilities Guide Specifications (UFGS) for squadron projects
• Share in the team's Title II construction management workload (roughly a quarter of the aggregate effort): site inspections, quality assurance surveillance, and construction documentation
• Bachelor's degree in civil, mechanical, electrical, or architectural engineering, or a closely related field
• Experience programming, estimating, or planning facility projects, ideally on a military installation
• Working knowledge of construction cost estimating tools such as PACES, RSMeans, or comparable
• Clear, persuasive technical writing; programming packages succeed or fail on the narrative
