Job Title: Fabrication Estimation Engineer (QFAB)
Reports To: Operations Engineering Manager

**PREFERENCE WILL BE GIVEN TO QATARI CANDIDATES**
Primary Functions
This position will prepare cost estimates for bidding multimillion dollar worth Oil and Gas Projects.
Tasks and Responsibilities
Review customer/Bid tender package to fully understand SWO, specifications and schedule. Raises clarifications where necessary. Reviews and understands contract price form, clarifies unit rate and lump sum breakdown. Understands planned bid strategy, build sequences and methods to execute the scope of work from operations engineer. Issues technical execution plan. Request and Coordinates inputs from Operations / Production / Shop Engineers, Yard Superintendents, Planning, Welding Engineers, QA/QC, Construction Support Engineering, Procurement. Checks if any new equipment Is required to execute work. Obtains cost by liaising with Procurement. Prepares RFQ for scope that cannot be executed inhouse and issues to Procurement to obtain subcontractor quotes. Performs RFQ Bid Evaluations and selects subcontractor with competitive pricing. Performs quantity take-offs, determines workforce, rental equipment, and material cost. Prepares detailed estimates in accordance with the scope of work based on standard rates, historical performance or first principle. Compiles the overall estimates. Conducts reviews with management to finalize estimates. Ensure Bid estimates are fully approved and signed off by all. Records all basis of Bid estimate in a formal document. Records all communication, assumptions done at Bid in a manner that same can be easily referred during later date (at execution). Maintains historical records of estimates. Compiles actual performance of repeated works performed in yard and works out benchmarks to be considered for bidding purpose. Compares actuals to estimates and understands reasons for variance. Recommends benchmarks revision where necessary. Takes lead on new initiatives, developments, and suggestions from management to improve.

Qualifications, Experience and Skills
Qualifications:
Diploma or Bachelor of Engineering in Mechanical, Structural Engineering or equivalent
Experience:
5+ Years in offshore construction involving structures like jackets, topsides, bridges. Understand components, construction methods and processes.
Skills:
Ability to read Engineering Drawings.
Excellent written and spoken communication skills.
Well versed in working with Microsoft Office, PowerPoint, Excel, PDF, and computer applications.
Ability to meet challenging deadlines and manage changes (internally or externally imposed).
